Partnership for Action on Green Economy (PAGE)
Description
Countries join PAGE through a demand-driven and criteria-based selection process. PAGE support is subject to commitments of interested governments and available resources. So far, 20 countries have been selected. After the selection process, a join mission by the five PAGE agencies initiatives country-level planning of PAGE activities for the inception phase. Results and a programmatic framework are developed during this phase, paving the way for the full implementation phase which is around three years to support policy reform and strengthen national capacity. A phase-out year (year five) is devoted to preparing the country for the period beyond PAGE, including the development of a sustainability strategy. Post-graduation support, based on demand, is considered for countries where PAGE works with the country to consolidate some unfinished policy processes.
Following a successful phase of (2016-2020), PAGE will deepen the engagement with its current 20 partner countries, extend services to new countries and widen its alliance with other institutions, initiatives and programmes in line with the Decade of Action and PAGE's own Strategy 2021-2030. The next phases of PAGE (2021-2025, 2026-2030) will increase the scale and reach of PAGE and will truly align with the 2030 Agenda.
PAGE integrates the three dimensions of sustainable development in its advisory services, knowledge products and capacity building. PAGE supports countries in meeting their sustainability commitments, particularly the Sustainable Development Goals related to economy, jobs, and the environment; but also industrial development and their national commitments to tackling climate change, through inclusive green economy approaches. In 2020, PAGE launched the “Learning for a Green Recovery” campaign, which includes six online courses available via UN CC:Learn Platform. The courses as a package aim to inform and shape the public policy debate around green economic reform and ultimately support countries in planning their responses to COVID-19.

PAGE also supports South-South and Triangular Cooperation, which are powerful mechanisms to accelerate sustainable development, knowledge sharing and skills promotion. In 2018, PAGE supported the Kyrgyz-Mongolian cooperation which included peer-to-peer learning sessions on green economy policy reform and the use of green technologies in business.
PAGE brings together five UN agencies – UN Environment, International Labour Organization, UN Development Programme, UN Industrial Development Organization, and UN Institute for Training and Research – whose mandates, expertise and networks combined can offer integrated and holistic support to countries on inclusive green economy, ensuring coherence and avoiding duplication. PAGE represents a mechanism to coordinate UN action on green economy and to assist countries in achieving and monitoring the emerging Sustainable Development Goals, especially SDG 8: "Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.”
