Parliamentarians Advancing Anti-Corruption through UNCAC

    Description
    To strengthen the capacity, engagement, and mechanisms for parliamentary oversight of national Pacific countries' integrity and anti-corruption through the UN Convention Against Corruption and with integrity to attain national development priorities, with specific reference to the United Nations Global Sustainable Development Goals. Goal 16 calls on Member States to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. This places parliaments at the forefront of the SGDs’ implementation and monitoring.
    Implementation of the Project/Activity

    GOPAC and all the Pacific parliaments already have a relationship through individual membership of GOPAC by parliamentarians and through dedicated chapters – GOPAC Kiribati, GOPAC Cook Islands, GOPAC Tonga, GOPAC New Zealand and GOPAC Australia. Chapters are in formation in Niue, Nauru and Tuvalu. GOPAC and UNODC are partnering in the New Zealand Government supported Teieniwa Vision Project to implement the Pacific's roadmap on anti-corruption, the Teieniwa Vision, adopted by all 18 Pacific Islands Countries' Leaders through the Pacific Islands Forum. GOPAC will provide resource people and South-South learning exchanges by Pacific parliamentarians, primarily during Parliamentarian Induction programmes undertaken by UNDP and partner Pacific parliaments, in co-operation with UNODC and the UN Pacific Anti-Corruption (UN-PRAC) Project. GOPAC and UNODC are also patterning through the Australian Government supported Anti-Corruption Project to strengthen the relationship in integrity oversight between SAIs, Anti-Corruption Agencies and Parliament Committees, including oversight of Constituency Development Funds (CDFs).

    Capacity

    GOPAC and the UN have already partnered to produce a Toolkit for Parliamentarians on UNCAC Implementation which is used in Induction and follow up workshops. GOPAC and all the Pacific parliaments already have a relationship through individual membership of GOPAC by parliamentarians and through dedicated chapters – GOPAC Kiribati, GOPAC Cook Islands, GOPAC Tonga, GOPAC New Zealand and GOPAC Australia.
