    The fashion industry is harming the environment and is also creating psychological and health impacts for workers due to poor working conditions and human rights abuses. Much of the focus of the fashion industry is on environmental sustainability with social sustainability largely ignored. There are trade-offs not only between business goals and sustainability but also between environmental and social sustainability practices. Ensuring environmental sustainability requires a parallel focus on justice and fairness. This action contributes to the thematic United Nations priorities in terms of building a climate-neutral, fair and social industry, and sustainable fashion value chains. This project researches the optimal strategies for a just, fair and inclusive transition to a low-carbon circular fashion industry. This action is one of the first to investigate economic, environmental and social sustainability to understand the trade-offs, tensions and outcomes between these three in the transition to a low-carbon circular fashion industry. By using a novel methodology, simultaneous multi-level action research at multiple levels (brands, tier-1/-2/-3 suppliers), this action takes a top-down and bottom-up perspective by examining multiple fashion supply chains in transition in one of the main production countries, Turkey where there are complex economic, environmental and social issues. Action research in the brand company is instrumental in understanding the development of strategies and resources to cascade environmental and social sustainability practices throughout its supply chains. While action research at supplier and sub-supplier levels with suppliers’ managers and workers uncovers the realities of SME suppliers and the outcomes of economic and environmental demands on working conditions and human rights practices to enable worker self-determination to solve problems in unique context-specific and customised ways.

    Implementation of the Project/Activity

    Simultaneous Action Research with the brand suppliers at multiple tiers as well as Worker Circles help to shape, advance and implement practices and strategies to mitigate trade-offs between economic, environmental and social sustainability. By focusing on multiple supply chain levels, FReSCH creates interventions, including technical and relational mechanisms, social and environmental practices and awareness among multiple stakeholders to develop effective means for a just transition. The aim of FReSCH is to bring an integrated interdisciplinary multi-stakeholder and original view of a just transition to a low-carbon circular fashion supply chain. Interdisciplinary research is essential to understand sustainability behaviours, relations, resource exchanges and justice. Involving different stakeholders and academic disciplines will provide a more complete, realistic and novel perspective to advance epistemology and methodology. Gender is a key issue in the fashion supply chain. Traditionally, buying firms in the fashion industry demand flexible arrangements with suppliers, such as lower costs and shorter lead times, which negatively affect suppliers’ ability to focus on environmental and social issues. Differences in worker conditions and human rights due to gender and other identity issues are vital to explore if and how differences occur between male and female workers regarding tensions, justice and other conceptions and behaviours, and if and how the transition can affect and/or can be affected by different genders.

    Coordination mechanisms

    This project is situated at the juncture between the sustainable development and supply chain sustainability. It takes a supply chain and anthropological approach by exploring a fashion supply chain in transition. We investigated the current state-of-the-art in supply chain transition through a systematic literature review by including, but is not limited to, issues of justice, environmental sustainability demands, social outcomes and sustainability trade-offs, tensions and opportunities in supply chains. Building on this initial conceptual framework we built the simultaneous multi-level action research. Action Research Cycle investigated a fashion supply chain in transition, including a brand company and its first-, second-, and third-level suppliers. Worker Circles were conducted within the key supplier companies in Turkey. The circles are a new method of research. They involve bringing people together to discuss practices, issues, tensions and outcomes. Worker Circles are used to understand and analyse the outcomes of environmental sustainability demands from buying firms, the trade-offs between economic, environmental and social sustainability, and the barriers and facilitators to a just transition into a circular low-carbon business.
