Description
The project falls under Pillar 4, "Private Investments and Transformation of the Economy," and Axis 4.6, "Modernization and Enhancement of the Resilience of Key Sectors of the Country's Economy," of the Greek Recovery and Resilience Plan. Recognizing that Culture is acknowledged as a key sector of the economy in which Greece has a competitive advantage, the construction of the Museum of Underwater Antiquities in Piraeus will contribute to the development and promotion of Cultural Heritage and cultural services, as well as to the promotion of sustainable development in the broader Athens region. The project has the potential to create new job opportunities (employment support) and boost the economy of the wider Attica region.
The action involves the energy-efficient renovation of the iconic industrial building "SILO" in Piraeus, which will be repurposed as a Museum of Maritime Antiquities, with improved physical access to the museum's spaces for visitors with special needs and ages over 65. The goal of the investment is to create added value from a cultural and tourism perspective in the port of Piraeus and the broader Athens area. The implementation of the project is eco-friendly, within the meaning of Article 17 of Regulation (EU) 2020/852. Specifically, 70% (by weight) of non-hazardous construction and demolition waste generated on the construction site is prepared for reuse, recycling, and other material recovery processes.
SUBPROJECT 1: Through an electronic open tender procedure (ESIDIS) in accordance with Law 4412/2016, Article 50, as currently in force, the Public Properties Company S.A. (Hellenic Republic Asset Development Fund - HRADF) will carry out the conversion of the "Silo" building into a Museum of Underwater Antiquities.
SUBPROJECT 2: Connection of the Building to the Structural Networks (Electric Grid et,- (O.K.W.).
SUBPROJECT 3: Structural Engineering Assessment of Subproject 1, "Conversion of the 'Silo' Building into a Museum of Underwater Antiquities," by structural engineers.
SUBPROJECT 4: Organizing the permanent exhibition of the Museum of Underwater Antiquities will include approximately 2,000 pieces of underwarer antiquites, contributing to the promotion and showcasing of the underwater and maritime cultural heritage of the country. It will be structured into the following six thematic axes: Sea, Environment, People, Maritime Archaeology, "Time Capsules" on the seabed - milestones in time. The works envisaged for each distinct section of the physical object, along with the necessary related supplies and service assignments, include the following: Final Museumological Study after maturation of the Museumological preliminary study, including the application study, specifications, and tender documents, E/M study and lighting study, exhibition graphic design study, documentation of archaeological material, and preparation of texts for informative and educational material, scenarios for digital and audiovisual media, photographic and design documentation of exhibits, production of visual material, publication production, and translation of texts, design and implementation of educational programs, website creation, design and construction of replicas, conservation of exhibits, storage equipment, supply of consumables, supply of trucks, accounting and administrative support for the project, technical computer and network support, packaging, unpacking, transportation of ancient artifacts, and general construction site works.
SUBPROJECT 5: Concerns the supply, transportation, and installation of display cases and other exhibition equipment for the Museum of Underwater Antiquities. Supply of display cases (various types), supports, and bases for object classification within the display cases, special supports for exhibits, structures for mounting the visual and digital equipment of the exhibition, including free-standing objects, etc.
SUBPROJECT 6: Involves the supply, installation, and adjustment of lighting fixtures, programming, and adjustments to the natural and artificial lighting management system to create lighting scenarios in the exhibition spaces of the Museum of Maritime Antiquities.
SUBPROJECT 7: Involves the supply and installation of the necessary digital equipment in the Museum's spaces, including hardware, video walls, software.
SUBCONTRACT 8: supply of complete equipment for the maintenance laboratories of the MUA.
SUBCONTRACT 9: supply and installation of the necessary equipment for the functionality of reception areas, ticket offices, the wardrobe, the training program room, the amphitheater, the library, administrative offices, sanitary facilities, etc.
The project objectives and benefits are described, briefly, as follows:
- Promotion of Cultural Heritage: The renovation of the museum is expected to contribute to the promotion of Greece's cultural heritage, preserving and showcasing its cultural legacy.
- Economic Benefits: The creation of the museum is expected to generate new job opportunities and stimulate the economy in the broader Piraeus area, as it is likely to attract tourists and visitors.
- Sustainable Development: The project appears to be designed with a focus on sustainable development, as it mentions that it is not expected to cause significant environmental impacts.
- Accessibility Improvement: The renovation plans include improving accessibility for visitors with special needs and those over the age of 65, promoting social solidarity and access to cultural assets.
- Recycling and Material Preservation: The reference to preparing 70% of construction and demolition waste for reuse, recycling, and other material recovery processes indicates a commitment to environmental sustainability.
Implementation is carried out based on Public Law, project approved technical plan and coordination mechanism evaluation and recommondations.
Τhere is a provision for Open Tenders procedures and technical assistance based on Public Law.
The project falls under Pillar 4, "Private Investments and Transformation of the Economy," and Axis 4.6, "Modernization and Enhancement of the Resilience of Key Sectors of the Country's Economy," of the Greek Recovery and Resilience PlanVarious organizations and services related to the Recovery and Resilience Fund in the field of restoration, museums, and technical projects are described.
Lead Partner and Partners have establiehed a coordination mechanism for the implementation of sub-project activities which include the stakeholders involved in the project, such as:
- Special Coordination Service for the Recovery Fund: The service that coordinates the execution of projects funded by the Recovery Fund.
- General Directorate for Restoration, Museums, and Technical Works of the Ministry of Culture: The directorate responsible for restoration, museums, and technical projects.
- Directorate of Studies and Conduction of Technical Works in Museums and Cultural Buildings of the Ministry of Culture: The service that deals with the study and execution of projects in museums and cultural buildings.
- Directorate of Archaeological Museums, Exhibitions, and Educational Programs: The service responsible for the organization of the permanent exhibition of the Museum of Underwater Antiquities (MUA).
- Recovery and Resilience Fund: This is the fund that finances recovery and resilience projects in various sectors, including restoration, museums, and technical projects.
- Ministry of Finance: The ministry responsible for the financial management and funding of recovery projects.
The referred coordination mechanism describes the organization and structure of the entities involved in the project and specifies their responsibilities in relation to restoration, museums, and cultural buildings.
Established coordination mechanism will pose evaluation procedure during the project implkementation, especially to the completion of specific two phaces of the project (Phase SILO renovation and construction - exhibition). Evaluation will be conducted based on the Technical Plan provisin and the relevant deliverables.
“Bottom-up” approch methodology will apply for the continues evaluation of project results, Museum function and developments which will include public consultation, local communities and private sector (especially cultural tourism associations and business), education activities outcomes, academia essays and project implementation reports.
