    Description

    The Joint Programme (JP) for support the Development of an Integrated National Financing Framework for the SDGs in Cuba (CIFFRA), developed a comprehensive package of technical assistance for the design of a financing strategy for SDGs, underpinned on the in-depth assessment and participatory analysis of the current institutional and socio-economic policy architecture, and the factors in it that interact as enablers and hinderers of a top-tier financing policy for the achievement of SDGs. The JP supported Cuban institutions in identifying the country’s most pressing challenges from a systemic perspective, guiding the layered analysis of the key dimensions of action.

    Implementation of the Project/Activity

    CIFFRA was implemented in different stages: 1): Inception stage: during this phase, three milestones were achieved: i) The mapping and analysis of the financial landscape, to assess the state of financing for development sources in Cuba. ii) The analysis of alignment and definition of priority areas for the PNDES 2023 and the 2030 Agenda. iii) Setting up the governance scheme. 2) Assessment and diagnostics stage: the JP assessed the opportunities, gaps, costs, risks, and systemic institutional limitations of the financing policies and ecosystem in Cuba. This phase was carried out with participation of more than 20 international experts, resulted in a comprehensive assessment package elaborated in three streams: i) Quantitative analysis: Calculating financing needs of the national development plan. ii) Institutional analysis: Mapping the current financial policies to identify major risks and binding constraints for the INFF. iii) Best practices: Identifying all context-relevant and innovative financing mechanisms that adjust to the complexity and needs of the Cuban financing and social systems. 3) Financing strategy stage: the INFF developed a holistic view of all available sources of financing for development after two years of extensive dialogue and co-design. 3) Monitoring and review phase: to strengthen institutional capacity in three areas: 1) Strengthening institutional monitoring capacity for the SDGs: 2) Improving the functionality and usability of the SDG Lab platform: 3) Supporting the transition to an integrated program-based budgeting approach. In 2022 more than 200 national experts (mainly government officials and scholars) and more than 40 international experts (from ECLAC, UNDP and RCO) participated in JP´s activities. 12 workshops and 3 training courses were organized, while 15 reports and 12 policy notes were prepared and delivered to the authorities. Three new methodological tools were developed and shared with the Cuban government. This resulted in a roadmap for the implementation of the Integrated National Financing Framework (INFF), levered by 24 accompanying strategic technical documents issued with clear assessments of conditions, methodologies, and recommendations for several of the critical areas of intervention. The roadmap is structured around 5 core pillars, and 16 action lines that tackle the most pressing issues for the improvement of conditions in the financing landscape of the country. Actions for each of the pillars are classified in priority levels and the need for short or mid-term implementation. The Integrated Report summarizes findings and over 100 recommendations for the INNF implementation.

    Arrangements for Capacity-Building and Technology Transfer

    One of the key results of the JP has been the structured capacities development strategy implemented to ensure that government stakeholders had all the resources and knowledge to enable policy action and activities conducive to the implementation of the roadmap for the financing strategy. With over 30 training and workshops conducted, over 700 participants and a plethora of tools transferred to support government action for planning, budgeting, data collecting, and measurement, among others, it is clearly evidenced how key stakeholders such as the MEP, Central Bank, MINCEX and MFP, among others, reflect a narrative that shows appropriation of such tools, and intentionality to lever their use for the implementation of the final recommendations. The JP has achieved remarkable progress in terms of highlighting alignment of the PNDES and the SDGs, increasing along the process stakeholder awareness of the relevance and mechanisms to monitor and report national development against their Nationally Determined Contributions. Both the exercise of prioritization of the ODS and the sum of products developed have strengthen institutional capacities of institutions to harmonize their systems for measurement and to connect national statistics to feed the SDG Lab platform. At the ending point, Cuba had updated and reported a total of 66 SDG indicators and is strongly commitment to achieve the total 166 indicators by 2025. Several other instruments provided are expected to be fully adopted by the government, including the Balance Scorecard for the integrated institutional monitoring of the implementation, the Medium-term Budgetary Framework 2023-2026, and the stock-flow macroeconomic model for financing gap costing. In addition, institutions, regulators, and decision-makers received training to promote the financial inclusion of agricultural MSMEs and other local stakeholders through innovative instruments. On the other hand, MSMEs will increase their capacity to access and manage new financing opportunities. The leadership from the MEP as the head of the SDG group, is foreseen to be sustained in the future considering the recognition and visibility it already has across institutions from successful implementation of the JP and championing the SDG financing strategy in the country. The final JP Steering Committee approved keeping the CIFFRA Technical Committee led by MEP operational, on a quarterly basis, as strategic space for dialogue of the UNS with the authorities on development financing challenges in Cuba. Likewise, it was approved to create a taskforce to analyze the feasibility and initiatives for the implementation of innovative financial instruments in the Cuban context.

    Coordination mechanisms

    Strengthening mechanisms for coordination, articulation, and governance of the JP, was a key component throughout the design of the INFF. CIFFRA assessed governance mechanisms associated with the planning and finance systems in Cuba, with three major challenges: i) management of the finance system and budgeting based on short-term goals; ii) insufficient use of medium-term planning tools to connect strategic and immediate objectives; and iii) scarce interconnectedness between the planning and finance systems. Thus, CIFFRA focused on bridging these gaps emphasizing in the articulation of institutions within the financing system, as well as across sectors to increase articulation, consensus and sufficient technical buy-in for the proposed tools and policy recommendations. With the creation of the Steering Committee and Technical Committee from the onset, CIFFRA ensured the ownership and involvement of key government actors at each stage that were involved for over two years in intensive training and strategic debate activities and the use of planning and follow up tools transferred, such as the Balanced Scorecard (BSC) developed to monitor the 153 indicators of the 2030 National Social and Economic Development Plan (In Spanish, PNDES). • The Steering Committee is composed of: Cuban Government: First Vice Minister of Economy and Planning (MEP), First Vice Minister of Finance and Prices, Vice President of the Central Bank of Cuba, General Director of the Ministry of Foreign Trade and Foreign Investment, and Vice Head of the National Office of Statistics and Information. UN System: Director of the ECLAC Subregional Headquarters in Mexico, United Nations Resident Coordinator in Cuba, UNDP Resident Representative in Cuba. • Technical Committee is composed of: Cuban Government: General Director of Strategic Planning (MEP), Director of Foreign Exchange and Foreign Trade (MEP), Deputy General Director of Strategic Planning (MEP), advisor to the Minister of Finance and Prices, monetary policy specialist (Central Bank of Cuba), Director of Exports (Ministry of Foreign Trade and Foreign Investment), and Director of Dissemination (National Office of Statistics and Information). To further implementation of the INNF with strengthened coordination and technical mechanisms, three recommendations were made: i) the creation of the CIFFRA implementation group ii) the creation of medium-term planning tools, and iii) the strengthening of short-term planning schemes.
