Description
As the climate crisis deepens, low-lying countries are witnessing significant amounts of their territory being rendered uninhabitable, with some facing the prospect of complete inundation from rising sea level. For many Small Island Developing States, this represents a catastrophic threat to their political, social, economic and cultural fabric and the Pacific Atoll countries are at the frontline of this global climate emergency. The Rising Nations Initiative (RNI) aims to protect the statehood of Pacific Atoll countries, preserve their sovereignty and safeguard the rights and heritage of affected populations.
The Rising Nations Initiative is based around three complementary drivers of action: Knowledge, Partnerships and Advocacy. To deepen Knowledge, the RNI brings together renowned academics and experts, working closely with relevant expert entities, the UN System and the World Bank, to support and strengthen thoughtful policy conversations, particularly around long-term climate adaptation, considering the case of Tuvalu as a pilot country. A global multistakeholder Partnership coalition, consisting of likeminded countries supported by international organizations, civil society, philanthropy, the private sector, will elevate these issues on the international agenda. Through effective Advocacy, the RNI will press forward a comprehensive global campaign to more effectively inform policymakers, climate action movements and global citizens on the unprecedented urgency facing the Pacific Atoll countries.
In support of its objectives, the RNI implements the following action-oriented multistakeholder programmes, focusing on Tuvalu as a first-mover pilot, and then leveraging this as successful precedent and good practices to support other Pacific Atoll countries: The Heritage Programme supports the preservation of culture and heritage in Pacific Atoll countries under threat by providing practical support in the collection, digitalization and preservation, for the benefit of local communities. It also assists efforts to achieve global recognition and thus create greater impetus for global support to protect such heritage and culture. These efforts will also strengthen the resilience of the nation’s identity and heritage amidst possible disruptive challenges. The Tuvalu Digital Nation State programme supports efforts to build a new digital ecosystem, founded on meaningful connectivity, that will allow for strengthened governance, administration and connectivity structures, so as to cement the connection between people and country; as well as citizens and government amidst the disruptive challenges of the climate crisis. The Global Call for Action programme aims to promote global awareness and international commitments of support to place the issue of preservation of sovereignty and safeguarding the rights and heritage of the people of Pacific Atoll countries on the international agenda, in multilateral fora and other political, economic and climate action settings. The Knowledge & Futures programme will support greater partnership and collaboration to deepen the knowledge base, so as to support effective adaption plans and promote better strategic planning and informed policymaking for Pacific Atoll countries, particularly by exploring and assess long-term adaptation strategies. The Youth Empowerment programme will establish a Rising Nations Youth Forum to empower stakeholders, particularly the youth of Tuvalu and other Pacific small island developing countries, to fully engage in global discussions. It will also build their capacity to engage with their own communities and strengthen resilience of future generations.
The Rising Nations Initiative was launched by the Pacific Atoll Heads of States in 2021, supported by a core group of champion countries. It is enabled by the Global Center for Climate Mobility; a partnership of UN Member States, relevant agencies of the UN system, the World Bank and respective regional intergovernmental organizations to address climate-forced migration and displacement.
