Description
Statistics Indonesia reveals that in 2019, approximately 86% of the Indonesian workforce had never attended certified training, contributing to further skill mismatch in Indonesia’s labor market. Responding to these challenges, in April 2020, the Government of Indonesia launched the Kartu Prakerja program, which aims to develop competencies, increase productivity and competitiveness, as well as encourage the workforce to develop entrepreneurship through skill improvement (skilling, reskilling, and upskilling) programs. Throughout the COVID-19 pandemic, Kartu Prakerja adopted a ‘double mission’ to improve competency and secure purchasing power among people who had been affected by the adverse effects of the pandemic.
The Kartu Prakerja Program is available to all Indonesian citizens over 18 years old who are not enrolled in any formal education. The on-demand registration process welcomes anyone with any background, thus encouraging initiative and an independent cast of mind. With an end-to-end digital ecosystem, Kartu Prakerja enables an easy and efficient registration process for everyone across the country. In ensuring equitable distribution, beneficiaries of other government social assistance programs are not eligible to apply.
To achieve its objectives, the program provides beneficiaries with training vouchers to purchase training courses. It also provides post-training incentives once the training is completed. In doing so, the PMO of Kartu Prakerja implemented a public-private partnership scheme by partnering with 6 digital platforms and 183 training institutions, providing 1,085 training courses. The courses are delivered via a Learning Management System (LMS), webinar, or hybrid format combining both. Beneficiaries can choose from various training categories, such as Information Technology, Sales and Marketing, Finance, Agriculture, Food and Beverages, etc. Additionally, using machine learning, the program also provides a personalized training recommendation feature through its dashboard. Upon training completion, beneficiaries will obtain a training certificate and are entitled to receive post-training incentives. The post-training incentives are disbursed through e-wallets or bank accounts. Kartu Prakerja’s digital multi-channel Government-to-Person is made possible due to its integration with four fintech companies and two conventional banks, enabling a large-scale incentive disbursement with high accuracy, speed, and transparency, which is relevant to the Covid-19 pandemic situation.
Moreover, API integration is also created with four job platforms, connecting beneficiaries with the labor market, specifically through its job recommendation and job search features. Over 5,500 job vacancies are available on the beneficiaries' dashboard. This feature enables beneficiaries to find jobs based on their skills and the courses they took. With impact evaluation results surveyed by independent research institutions, Kartu Prakerja has been proven to have positive impacts on the beneficiaries’ employability, income, and even financial inclusion. The PMO of Kartu Prakerja is committed to continually improving and innovating its services to create impactful benefits for its beneficiaries and the Indonesian workforce in general.
Kartu Prakerja Program promotes productive employment and decent work (SDG 8: 8.3, 8.5, 8.6, 8.10, 8.B) by supporting other SDG targets, such as quality education and lifelong learning opportunities (SDG 4: 4.3, 4.4, 4.5, 4.B), gender equality and women empowerment (SDG 5: 5.B, 5.C). Furthermore, the program promotes poverty eradication (SDG 1: 1.3, 1.A, 1.B) and supports food security (SDG 2: 2.1), especially during vulnerable situations. The program also contributes to reducing inequality (SDG 10: 10.1, 10.2, 10.4) through social protection, and promoting economic and social inclusion through effective, accountable, and inclusive institutions (SDG 16: 16.5, 16.6). Kartu Prakerja is fully operated by innovative technologies developing an ecosystem of public-private partnerships (SDG 17: 17.8, 17.17).
Kartu Prakerja adopted a double mission to improve work competencies among the unemployed and protect the well-being of vulnerable groups against the pandemic. As an on-demand skill development program with an end-to-end digital ecosystem, Kartu Prakerja reached vulnerable and marginalized groups, such as women (49%), people with disabilities (3%), former migrant workers (3%), elderly people (3%), people with low education (17%), low income (73%), unemployed people (58%), and people in disadvantaged areas (3%). A survey by J-PAL SEA also shows that Kartu Prakerja has improved entrepreneurship among beneficiaries by 30%, and increased their average monthly income by IDR122,500 (10%).
Further, Kartu Prakerja is a pioneer in an end-to-end government-to-person (G2P) scheme, disbursing post-training incentives directly from the government’s account to the beneficiaries, thus ensuring zero opportunities for corruption. Beneficiaries have been able to utilize their post-training incentive to purchase food (90%), start or support their business (69%) and pay for utilities (69%), as shown in the evaluation survey by PMO Kartu Prakerja.
The strategic partnership between the public and private sectors is critical to Kartu Prakerja in delivering high-quality training. In Kartu Prakerja’s learning ecosystem, the training courses have been comprehensively curated by reputable universities, resulting in high-quality training that provided optimal results with 29% of unemployed young beneficiaries getting a job or developing their businesses afterward. Through Kartu Prakerja, 86% of beneficiaries attended certified training for the first time.
Kartu Prakerja applies a customer-centric principle by allowing beneficiaries to explore their preferences. Correspondingly, the voice and choice are given to beneficiaries. The beneficiaries choose everything themselves, from the e-wallet/bank account they will receive their incentives, the training categories, and the training schedule based on their needs. Thus, 95% of beneficiaries are satisfied with the contact center service. Out of 14.3 million Kartu Prakerja beneficiaries, 92% chose training according to their needs and preferences. Based on test results, beneficiaries increased their skills by 95% after training. Over 84% believed the training had emphasized skilling, reskilling, and upskilling. Based on a Statistics Indonesia survey, 87% agreed that their work competency has increased. An impact evaluation survey by Presisi Indonesia also stated that their entrepreneurial skill had increased by 48.5% following the training courses.
Kartu Prakerja consists of three important counterparts: (i) policymakers, (ii) policy implementers, and (iii) partners. First, the policymaker of Kartu Prakerja, Komite Cipta Kerja (the Job Creation Committee), consists of 14 ministers and head of institutions, including echelon 1 officials from the ministries/institutions who are part of the committee, all assisted by the Committee Secretariat. Second, the Project Management Office (PMO) of Kartu Prakerja is responsible for the program implementation, in accordance with the policies and regulations enacted by the Committee. Third, the implementation of Kartu Prakerja is mainly carried out through the partner ecosystem which involves:
- Digital Platforms: six digital platforms as digital marketplaces to create training inventories and curate them, facilitate training institutions to register for the program, as well as support beneficiaries to browse and choose from various training offered on the platforms;
- Training institutions: 183 training institutions are tasked to implement the training programs and provide training certificates;
- Payment partners: four financial technology companies and two commercial banks as incentive distributors;
- Assessment partners: five education institutions; the University of Indonesia (UI), Gadjah Mada University (UGM), Airlangga University (Unair), Atma Jaya University, and Indonesia Mengajar, ensuring the quality of the training programs before entering the Prakerja ecosystem;
- Monitoring partners: consists of three universities; IPB University, Muhammadiyah Malang University (UMM), and the Nahdlatul Ulama University of Indonesia, ensuring the compliance of the training programs once they enter the ecosystem;
- Leading research institutions conducting the program evaluations through surveys and impact evaluation research; the National Team for the Acceleration of Poverty Reduction (TNP2K), Statistics Indonesia (BPS), The World Bank, Cyrus Network, Ipsos, Centre for Strategic and International Studies (CSIS), The Abdul Latief Jameel Poverty Action Lab Southeast Asia (J-PAL SEA), and Presisi Indonesia;
- Four job portals providing job vacancies to the beneficiaries.

Between April 2020 and September 2022, Kartu Prakerja has reached more than 14.3 million beneficiaries from 514 regencies/cities in all 34 provinces across Indonesia. The program welcomes anyone in need of upskilling, including the Indonesian workforce aged 18 - 64 who are unemployed or looking for work and not enrolled in any formal education. During the Covid-19 pandemic, Kartu Prakerja is prioritized for those affected by the pandemic and have not yet received other forms of social assistance from the government.
Kartu Prakerja beneficiaries come from diverse community groups, such as women (49%), people with disabilities (3%), former migrant workers (3%), elderly people (3%), people in disadvantaged regions (3%), people with low education(17%), and millennials & Gen-Z (76%). Kartu Prakerja has also boosted efforts in educational and financial inclusion, among others. For instance, According to the survey by CSIS, 76% of surveyed beneficiaries have never participated in any training. According to Kartu Prakerja’s evaluation survey, 4.2 million beneficiaries who previously did not own a bank/e-wallet account now have one.
