Description
The first phase of the program is scheduled to be completed at the UNGA 2019. Going into the second phase, the program aims to mobilize support for a vision and a set of policy ideas for the work on inequality and exclusion, which are presented in the challenge paper. As an initiative within the Pathfinder’s platform a photo-session with Heads of States from selected countries will be organized ahead of the SDG Summit to draw attention on the issue of increased inequality as a key global challenge and to show political leadership on the need for active measures to implement the policy ideas outlined in the Challenge Paper.
The Center on International Cooperation at New York University, which coordinates the work of the Pathfinder platform. Swedish State Secretary for Foreign Affairs Annika Söder is a member of the Grand Challenge on Inequality and Exclusion’s Advisory Council. Sweden is also one of the platform’s main financial contributors.
An equal society is based on the principle of everyone's equal rights and opportunities regardless of gender, ethnicity, religion, functional variation, age and other status. Although many countries have had a positive economic development with reduced poverty in recent decades, the gaps have widened both within and between countries. The policy ideas outlined in the Challenge Paper respond directly to several targets of SDG 10, but have synergies with the rest of the 2030 Agenda. The paper uses a “redistribution and recognition” framework which encompasses multiple dimensions of inequality, both the material opportunities that follow an unequal distribution, as well as the perceived or subjective aspect of inequality. As the paper points out, anger at inequality has also increased, which is linked to both the perception of being disrespected as well as tangible material manifestations of inequality. Anger at inequality also contributes to more violent a divided society. Mobilizing political and financial support for the key ideas in the paper is therefore inherently tied to achieving SDG 16: Equality reduces the risk of conflicts and promotes the opportunity for all people to participate in and influence the development of society. The focus areas of the report also relate directly to a number of specific SDGs:
• Investing in universal health coverage and education (SDGs 3,4);
• Agreeing fiscal compromises around more progressive taxation policies and action against corruption (SDG 16);
• Empowering social protection systems that give people dignity, justice and recognition of their equal rights in practice (SDG 8,10,16,5);
• Ensuring decent work and incomes for all in ways that adapt to the growth in the digital economy and technological substitution (SDG 8,9);
• Narrowing the gap between thriving cities and lagging regions, and within cities, paying close attention to access to housing and a place to call home (SDG 11);
• Building common ground through practical measures to increase political and social cohesion (SDG 10).
