The Conference and its preparatory process has been organized based on the following three principles: inclusive, action-oriented, cross-sectoral. Participation of Member States, the UN system and other stakeholder is fundamental to realizing these principles.

How to participate:

There are different processes and deadlines to register (request a United Nations grounds pass) to attend the UN 2023 Water Conference.

Please note, special accreditation of your organization DOES NOT automatically mean that you are registered to the UN 2023 Water Conference.

Registration

Registration (request for a United Nations grounds pass) of official delegations of participating States for the UN 2023 Water Conference, is handled by the United Nations Protocol and Liaison Service (Protocol Office) through the online “eRegistration system”, which is available through the e-deleGATE portal at (https://edelegate.un.int).

Official delegations must go through the “designated eRegistration focal points” of their respective Permanent Missions/Offices and Liaison Offices in New York, who have access to the “eRegistration system”, to obtain United Nation grounds passes. Registration to the Conference is scheduled to open on 16 January 2023. (The deadline to register is Wednesday, 15 March 2023 by close of business at 5:30 p.m.

Delegations wishing to obtain information on the “eRegistration system” may refer to the updated “Guidelines on e-Registration” and “Frequently asked questions” on the Protocol website at https://www.un.org/dgacm/en/content/protocol/meetings .

Eligibility

Representatives of organizations and other entities that have received a standing invitation from the General Assembly pursuant to its relevant resolutions to participate, in the capacity of observer, in its sessions and work (listed in document A/INF/77/3), will be able to register to participate as observers at the UN 2023 Water Conference.

Relevant intergovernmental organizations (IGOs), international financial institutions and other interested international bodies that were accredited to the World Summit on Sustainable Development will also be able to register to participate as observers at the Conference.

Registration

Registration (request for a United Nations grounds pass) of those organizations that fall within one of the categories listed above and are already enrolled in the online “eRegistration system” may follow the same procedure and deadline (15 March 2023) for States outlined in previous section.

Those which do not have an office in New York or have not enrolled in the “eRegistration system” should follow the registration procedure specified in the guideline to obtain a UN grounds pass. Deadline to register for this category is Wednesday, 8 March 2023 by close of business at 5:30 pm .

Deadline to apply for ad hoc accreditation to the Conference was at close of business (EST) on Wednesday, 22 February 2023.

 

Registration

Other IGOs interested in obtaining an ad hoc accreditation to the Conference can submit an application addressed to the President of the General Assembly.

Interested IGOs are invited to send a letter from the head of the organization on official letterhead (with the original signature) addressed to the President of the General Assembly requesting for ad hoc accreditation to the Conference and describing the work of the organization related to the Conference objectives; provide copies of the treaty establishing the organization; information concerning the date of entry into force of the treaty and those States that are parties to the treaty; provide information on the membership of the organization; and submit the latest annual report.

Upon review of the applications by the Secretariat, the applications will be forwarded to the General Assembly for its consideration.

Only after the approval by the General Assembly, the representatives of the newly accredited IGOs will be issued a United Nations grounds pass in accordance with the same procedures and deadline (8 March 2023) highlighted in the section above for accredited IGOs not enrolled in the “eRegistration system” to register to the Conference.

Registration

Representatives of the Associate Members of the Regional Commissions are required to follow the same procedures and deadline (8 March 2023) highlighted in the section above for accredited IGOs not enrolled in the “eRegistration system” to register to the Conference.

Registration

The representatives of the Specialized Agencies (FAO, ICAO, IFAD, ILO, IMF, IMO, ITU, UNESCO, UNIDO, UNWTO, UPU, WHO, World Bank, WIPO and WMO), and related organizations (which include CTBTO Preparatory Commission, IAEA, ICC, IOM, ISA, ITLOS, OPCW and WTO) are required to follow the same procedures and deadline (15 March 2023) as for States to register to the Conference.

Registration

Please note that registration is required for all those representatives of the UN Secretariat, funds, programmes, regional commissions, and other UN entities who wish to attend the Conference in person, through the online registration system INDICO which can be accessed via link: https://indico.un.org/event/1003790/

Registration to the Conference is scheduled to open on 17 January 2023

Deadline for registration to the Conference:

The deadline to register is Wednesday, 15 March 2023 by close of business at 5:30 p.m. (EST)

Your official email should be used for the registration. Otherwise, your application may be denied. Please also note that copies of letters with delegation lists must be uploaded on the INDICO system at the time of online submission. The Conference Secretariat would only consider registrations which are consistent with the official list of delegations submitted by their Head Offices or Liaison Offices in New York. The review and verification process for the online registrations may take up to 5 days. Queries related to registration should be addressed to water2023@un.org with [UN Registration] in the subject for funds, programmes, regional commissions and UN other entities. 

Conference Badge Collection

Approved registrants for the 2023 UN Water Conference may collect their badges starting on Sunday, 19 March 2023 at the UN Pass and Identification Unit, located on the ground floor of the FF Building, at 320 E 45th Street. Days and hours of operation of the office during the Conference will be as follows:

  • Sunday, 19 March 9 a.m. to 6 p.m.
  • Monday – Wednesday 20 to 22 March 8 a.m. to 6 p.m.
  • Thursday and Friday, 23 and 24 March 8 a.m. to 4 p.m.

Participants are strongly encouraged to get Conference badges as early as possible considering long lines are expected during the Conference days. Please note! Representatives of organizations in consultative status with ECOSOC with valid UN Grounds Passes, do not need to collect another badge to access the UN HQ to attend the Conference.

Required documents for collection of UN Grounds Pass:

1) Photo ID: A valid photo identification issued by the government of a United Nations Member State or a Non-Member Observer State. The photo identification must be original (no photographs or photocopies accepted), in Latin/Roman characters, and may include: passports, driver's licenses, national identity cards and IDNYC cards. The name on your ID must match the name on your INDICO registration exactly.

2) Approval Letter: Please bring a printed copy of the email and the pdf approval letter that you received through Indico upon the approval of your registration. This is a letter with the UN logo and begins, “This letter is to confirm that your registration has been approved to attend the 2023 UN Water Conference…”. Without this approval letter, you will not be able to collect your badge.

Access to the United Nations Headquarters complex

Registered representatives from civil society and other non-governmental stakeholders will only be able to access the United Nations Headquarters complex from the following entrance: 46th Street and First Avenue 7.30 a.m. to close of business Please, expect long queues and allocate appropriate time to go through security proceedings. Participants with their badges are encouraged to arrive at least one hour before the beginning of the desired session, to give sufficient time for the security screening. Please note that participants will not be able to check in or bring any large suitcases or bags.

Only accredited media can bring professional cameras or other media equipment into UNHQ. Other participants can only take photos or videos using small cameras or phones. For more information on banners and pop-ups for side event organizers, please refer to the Guidance Note for side event organizers inside the UNHQ. Additionally, posters, flags or demonstration materials are not allowed inside the UN.

Secondary Access Passes for Official Sessions (Plenary and Interactive Dialogues)

Civil society representatives and other stakeholders will need secondary access passes to attend the official sessions (Plenary and Interactive Dialogues). Only registered and approved participants with valid UN Grounds Passes can collect a secondary access pass after going through security screening. Secondary access passes are only valid for the galleries of Conference Room 4 (Interactive Dialogues) and for the 4th Floor balcony of the GA Hall (Plenary).

Secondary access passes will be distributed by the Secretariat staff on a first-come, first-served basis at the dedicated desk located in the GA Building, on the east side of the corridor past the SDG Media Zone (Sputnik Area), by the glass windows. Please follow the signs for directions after entering the GA Building.

Please bring:

  • A valid grounds pass (Either ECOSOC annual grounds pass-N badge or Conference Badge-T badge), and
  • A printed or electronic copy of your approval letter issued by the Secretariat (same one you used for badge collection)

Secondary access passes will ONLY be distributed during the following hours on a first-come, first-served basis:

  • 22 March – 8:00AM (Opening/Plenary and Interactive Dialogue 1); 2:00PM (Plenary and Interactive Dialogue 2).
  • 23 March– 9:00AM (Plenary and Interactive Dialogue 3); 2:00PM (Plenary and Interactive Dialogue 4)
  • 24 March– 9:00AM (Plenary and Interactive Dialogue 5) and 2:00PM (Plenary)

Access to 4th Floor Balcony of the GA Hall – Please take the GA elevators to the 4th floor.

Before you travel

Kindly ensure that you have a printed copy of the approval email and the approval letter in PDF that you received through Indico upon successful registration and that you are able to show it as needed.  

Please be sure to check the COVID-19 restrictions and guidelines that may apply to your travel and prepare accordingly.  

Please note that there will be NO onsite registration for civil society, NGOs and other stakeholders. Only pre-approved registrants may access the Conference venue. No substitution is allowed if a registered participant cannot attend the Conference.   

Conference badges are issued to pre-approved registrants only and are not transferable. 


  • Please note that backpacks and bags larger than 14” (35 cm) x 13” (33cm) high x 4” (10 Cm) deep are not permitted and that there are no luggage storage facilities available. 
  • All visitors to United Nations Headquarters must go through security screening (airport-style). Food and beverages cannot be brought into the United Nations. Only accredited media can bring professional cameras or other media equipment into UNHQ. 
  • Should you decide to leave the UN premises, your UN grounds Pass or Conference Badge will enable you to re-enter, but you will need to go through security screening again. 

Registration for this category closed on 10 February 2023. Please note that there will be no on-site registration. The Secretariat will not be able to address ad-hoc requests or substitutions.

The Secretariat will review all applications and approved participants will receive confirmation through Indico within 10 business days.

Media Advisory for UN 2023 Water Conference - Opening of Conference (17 March 2023) - Read

Eligibility
Media Accreditation is handled by the United Nations Media Accreditation and Liaison Unit (MALU). Media accreditation is strictly reserved for members of the press: print, photo, radio, television, film, news agencies, and online media who represent a bona fide media organization.

Representatives of the media can apply for accreditation by following the instructions available at www.un.org/malu. Media applicants will be required to submit a letter of assignment from their organization, samples of their work, and a government issued identification.

Media Accreditation will be open from 9 January to 10 March 2023.

Registration

Requests for delegation media, including journalists and official photographers and videographers, should be submitted by Missions and organizations enrolled in the eRegistration system, which is available through the e-deleGATE portal (https://edelegate.un.int).
