Description
UNICEF launched the Water Under Fire agenda on 22 March 2019 to draw global attention to three fundamental areas where change – and, in particular, stronger leadership – is urgently needed to secure access to safe and sustainable water supply and sanitation in fragile contexts. UNICEF calls on governments, partners, and parties in conflict to:- Link life-saving humanitarian responses to the development of sustainable water and sanitation systems for all Preventing water, sanitation and hygiene (WASH) systems from deterioration and collapse in protracted crises must be a major priority of humanitarian responses – and closely connected to sustainable development projects. This requires building systems that can ensure the right to safe water and sanitation and prevent outbreaks of disease. And it demands that humanitarian and development organizations collaborate from the start to establish systems that are and will remain resilient. 2- Build a WASH sector capable of consistently and predictably providing high-quality water and sanitation services in emergencies The WASH sector needs to build technical, operational and personnel capacity to address increasingly complex and protracted crises. To achieve this goal, flexible and multi-year funding is required that provides for immediate and long-term needs. 3- Stop attacks on water and sanitation infrastructure and personnel Deliberate and indiscriminate attacks on water and sanitation – and power supplies required for them to function – can be a violation of international humanitarian law. So, too, is the intentional denial of services. These actions are attacks on children and must stop. The Water Under Fire action plan 2020–2021 lays out the UNICEF contribution to this critical agenda. It reflects the combined efforts of all levels of the organization to address the challenges of improving WASH services in fragile and conflict-affected settings. The priority is to target actions in 15 fragile-context countries: Afghanistan, Burundi, CAR, DRC, Eritrea, Ethiopia, Haiti, Iraq, Mali, Somalia, South Sudan, Sudan, Syria, Ukraine, and Yemen.
UNICEF is committed to implementing and promoting the Water Under Fire agenda through its WASH programming around the world, and by working with governments, financial institutions, donors, and sector partners to strengthen WASH humanitarian and development action and investment. Success is measured globally through high-level advocacy outcomes and at country-level through the SDG6 progress in the extremely fragile countries.
