Description

The Unified National Strategy of Education and Science of Georgia for 2030 and respective action plan for 2022-2024 was adopted by the Decree N446 of the Government of Georgia on 31 August 2022. The Unified National Strategy fully embrace the determination to accelerate the work towards the transformation of education systems to achieve Sustainable Development Goal 4 by 2030. It is to be stressed that the strategy development process in Georgia was coincided with the Transforming Education Summit (TES) preparations. Therefore, the given process was steered, taking into consideration of all TES thematic action tracks contributing to accelerating the implementation of SDG 4 targets. The Unified National Strategy dwells on three main pillars of Quality, Equity and Good governance in Education spanning from preschool education up through science, technology and innovation, focused to enhance quality and relevance of education, ensure equity, inclusion and diversity in education and improve Governance, Financing and Accountability modalities in the sector. It pins down all key aspects agreed at 2021 Global Education Meeting in Paris and commitments set out in Incheon Declaration. The gist of the Unified National Strategy pivots around the transformative promise of the 2030 Agenda for Sustainable Development Goals, adopted back in 2015. In a similar vein, its goals and strategic objectives reverberate all five thematic action tracks, highlighted in the report of International Commission on the Futures of Education, that are necessary for transforming education system as well as contribute to reviewing, revising and accelerating the fulfillment of SDG4 and its Georgia adjusted-targets and indicators. Furthermore, Georgia’s commitment to increase the public expenditure on education and science up to 6% of GDP by 2030 is ingrained in the Unified National Strategy. The Unified National Strategy and action plan has been designed, using a standard log-frame methodology, to include aims, strategic objectives and activities, with respective output- and impact-indicators, targets, as well as allocated budget to concrete actions, together with the means of verification. All the aims, strategic objectives and activities have clear links with SDG 4 as well as other SDG targets. The implementation of the Unified National Strategy and Action Plan will be monitored and evaluated in accordance with the requirements outlined in the Rules of Procedure for Development, Monitoring and Evaluation of Policy Documents” approved by the Decree of the Government of Georgia No. 629 on December 20, 2019. The methodology of the Action Plan Monitoring and Evaluation complies with the Policy Planning, Monitoring and Evaluation Handbook, developed based on the OECD/SIGMA Toolkit for the preparation, implementation, monitoring, reporting and evaluation of Public Administration Reform and sector strategies. These tools will enable to efficiently measure the progress made towards achievement of the Unified National Strategy goals and targets, as well as tracking the implementation of Georgia-adjusted SDG4 targets (together with other relevant SDGs targets.

Expected Impact

The Unified National Strategy of Education and Science for 2022-2030 of Georgia and its bi-annual action plans will serve as the national reference point, shaped in a structured, coherent and consistent way and linked with annual budgetary appropriations, in order to ensure equal and equitable access to inclusive and quality education, as well as to improve opportunities for lifelong learning, which is closely linked to the principles of the UNECE Strategy for Education for Sustainable Development and UN Sustainable Development Goals (SDGs): Goal 4 - quality education; Goal 8 - decent work and economic growth; Goal 9 - Industry, Innovation and Infrastructure; Goal 16 – Peace, Justice and Strong Institutions. Considering strict requirement for the periodic rigorous strategy reporting process, this policy initiative will ensure continuous systemwide tracking of the progress made in the fulfilment of SDG4 targets. At the same time, it will enable to timely identify and address the bottlenecks in the implementation process, by revising and re-adjusting the activities for achieving the set targets.
