Description
The initiative is focused on supporting vulnerable returnee migrants and their families affected by COVID-19 in Nepal, particularly in Dhankuta Municipality. The primary objective of the initiative is to provide economic, psychosocial, and capacity-building support to the beneficiaries, enabling them to reintegrate into society and start income-generating activities. The reintegration approach is community-led, involving various stakeholders such as the government, civil society, and the private sector.
Implementation Methodologies:
The initiative identifies beneficiaries based on specific selection criteria, including returnees, families of migrants, internal migrants, and those vulnerable due to various reasons, such as being victims of trafficking or exploitation, facing health issues, or experiencing income loss.
Beneficiaries will receive economic support of $11,000, except for victims of trafficking or exploitation who will receive $750. The support will be provided to groups of 10-15 members based on similar businesses or location, fostering collective empowerment.
Psychosocial support through counseling will be provided as needed, along with capacity-building training, including financial literacy and relevant skills training.
The project aims to form networks among beneficiaries engaged in similar enterprises and connect them with established enterprises for guidance and support.
The initiative emphasizes coordination with existing market systems, such as the Rural Enterprise Remittance Programme (RERP), and explores market services to facilitate beneficiaries' economic activities.
Beneficiaries will contribute 20% of the support amount as a means to increase ownership and sustainability, but this contribution will be waived for the most vulnerable individuals.
Follow-up Mechanisms:
The project will monitor and circulate the results of post-transfer monitoring to ensure the effectiveness of the support provided. Beneficiaries will be linked with RERP supply chains and other services available in the municipality to enhance their access to markets and resources. The project will provide psychosocial counseling as needed to address the well-being of the beneficiaries.
Governance:
The initiative is implemented in coordination with Dhankuta Muinicipality and selection of beneficiaries is done in coordination with the municipality, ensuring community participation in the process.
Dispute resolution will be settled amicably through discussions among relevant stakeholders, including Dhankuta municipality, RERP, IOM, and NIDS.
The initiative has the potential to accelerate progress towards several Sustainable Development Goals (SDGs) in Nepal, especially in the context of addressing the impact of COVID-19 on vulnerable migrant communities. The expected impact of this action can be summarized as follows:
SDG 8: Decent Work and Economic Growth - The initiative focuses on creating employment opportunities, promoting self-employment, and linking beneficiaries with the private sector and market systems. These efforts can lead to sustainable economic growth and decent work for the beneficiaries, aligning with SDG 8 targets.
SDG 9: Industry, Innovation, and Infrastructure- The initiative encourages the development of micro, small, and medium-sized enterprises (MSMEs) in various sectors such as goat farming, vegetable farming, milk production, and more. This promotes innovation and economic diversification.
SDG 10: Reduced Inequalities- The initiative targets vulnerable populations, including victims of trafficking, GBV survivors, and those facing various vulnerabilities, ensuring that no one is left behind in the development process.
SDG 11: Sustainable Cities and Communities- The project focuses on reintegration in Dhankuta Municipality, supporting the growth and development of local communities by creating employment and business opportunities.
SDG 17: Partnerships for the Goals- The initiative emphasizes collaboration between the government, civil society, and the private sector to support returnee migrants. This multi-stakeholder approach enhances the effectiveness of interventions and resource mobilization.
Addressing Interlinkages - The project's multi-dimensional approach, addressing economic, psychosocial, and capacity-building needs, recognizes the interlinkages between different aspects of well-being. By providing comprehensive support, the initiative can create a positive feedback loop, where beneficiaries' improved economic conditions can also positively impact their psychosocial well-being and vice versa.
Overall, the initiative's expected impact aligns with the SDGs, as it targets vulnerable migrant populations, empowers them economically, and fosters collaboration among various stakeholders. By addressing the specific needs and challenges faced by returnee migrants and their families, the project contributes to the larger goal of sustainable development and inclusive growth in Nepal.
