    El objetivo es crear un consejo de autoridades pblicas, para articular, integrar y conciliar las polticas e instrumentos de planificacin emitidos en materia marina; impulsando su implementacin a travs de las instituciones rectoras.

    Para garantizar el cumplimiento se establecen lineamientos obligatorios que busquen la participacin y el consenso, por ello, se plantean reuniones ordinarias cada dos meses y extraordinarias cuando se considere necesario. Ser convocada por el Ministro de la Presidencia o quien lo represente. Contar con una Secretara Tcnica adscrita al Ministerio de la Presidencia, que ser el rgano ejecutor de las polticas y proyectos que defina el Consejo.
