Description
This practice is about the implementation of a financial support program for companies in order to contribute to the reduction of resource consumption costs of agriculture-based industrial enterprises in Diyarbakır and Şanlıurfa Region, to increase their national and international competitiveness and to reduce external dependency in resource utilization through the determination and implementation of measures that increase integrated resource utilization efficiency. The agro-industrial enterprises are the direct beneficiaries of the related financial support program.
Initially, primary and secondary analysis were made within the framework of the Integrated Resource Efficiency Project implemented by the GAP RDA with the technical support of UNDP and it was planned to realize pilot projects on efficiently resource use in order to observe the tailored effect of it.A protocol was signed between the GAP RDA and Karacadag Development Agency, and with the aim of creating an huge impact on the region, it was aimed to achieve replicable and scalable results from the project and to create models to increase the competitiveness of the region.Subsequently, it was decided to carry out these model pilots as a financial support program in Şanlıurfa and Diyarbakır and the farm-based enterprise level was determined as the primary beneficiary.The Financial Support Program for Increasing the Integrated Resource Efficiency in Agro-Based Industry was announced, applications were received and 26 companies that applied were evaluated,11 of which received positive results from the evaluation process and were eligible for grant support. Many contains the cotton ginning facilities and it is the first time that the ginning companies benefit from that financial support program in TR.In the evaluation process, projects that will contribute to the highest level of resource efficiency were prioritized.The processes that take place in the qualified project owner enterprises are periodically monitored and evaluated by monitoring-evaluation personnel of development agency. In addition, relevant details will be included in the monitoring and evaluation report to be developed by the Karacadag Development Agency which will also contain recommendations and lessons learnt sections, and improvements will be made accordingly,at the end of implementation of the program.
The practice creates a spill-over effect on many sectors by improving the agriculture, food and energy areas and strengthening their competitiveness. With the projects applied to the programme, it supports and ensures the production of environmentally friendly products by increasing the energy efficiency in the manufacturing processes in the biogas plant, the improvement of the product quality by increasing the raw material energy efficiency in the gin plant, the increase of the machine and equipment energy efficiency and the achievement of affordable and clean energy. By creating an incentive mechanism and resources, it contributes to economic growth at local, regional and country level through the relevant financial support. It serves responsible consumption and production by supporting the production tools in the facility towards the optimization of the use of raw materials, and at the same time ensures the development of the institutional infrastructure to ensure sustainability.
The strong cooperation between the partners, the framing of the application in line with mutual goals and common vision and shaping the call according to the needs of the agro-industry are among the main reasons for the success of the relevant implementation. The multiplier effect created by international organization, agency and the regional development administration forms the basis for ensuring regional, and national competitiveness. It is also aimed to develop new technologies and innovative solutions in terms of resource efficiency by increasing the competitiveness of the region through the supported enterprises as a long-term result.

As the Covid-19 pandemic affected all sectors and changed the priorities in terms of operation, it played a delayed role in the implementation of the financial support program and caused impediment in evaluation, grant distribution and implementation stages. The firms entitled from the grants, were hesitant to keep on the program due to the unforeseen risks; but as the firms believed in the impact and power of the program, the process continued smoothly but delayed in time.But since new trends in the sectors have emerged with the Covid-19, these tendencies can be taken into account in the next call and this crisis can be turned into an opportunity with an innovative perspective by selecting companies that are suitable for this conjuncture shaped according to the demands of Covid-19.

The practice is being implemented under the scope of the protocol signed between GAP RDA and Karacadag Development Agency within the framework of Integrated Resource Efficiency Project implemented by GAP RDA with technical support of UNDP. A tripartite partnership is observed from the relevant initiative which also includes local institutions as the stakeholders, SMEs and agro-based enterprises as the beneficiaries of the program.
