Description
The overall aim of the project is to contribute to the amelioration of land governance and natural resources management across the Yabassi Key Biodiversity Area (YKBA). To achieve this, the project will undertake a key stakeholder analysis within the concerned communities, to underpin their engagement in the management stream and make each, a specific actor in the delivery of project activities. The project will follow a Participatory approach thus allowing communities make contribution in mapping and planning on use of their lands. This will help reinforce the process of community conservation initiatives that will enhance the conservation of the Ebo forest massif specifically and the Yabassi KBA in general. Specific project objectives 1. Strengthen the capacities of 3 local communities underpinning women and youth participation in natural resources management and in community conservation dynamics and outcomes by 31st November 2022. 2. By 31 December 2022, document the land tenure and natural resources rights among 3 communities as a key step in alleviating resource conflicts and enhancing the management of Ebo forest massif. 3. Support develop community land use plans for three villages by end of December 2022. Methodological Component and associated activities Component 1.0: Strengthen stakeholders’ capacity in the participation, management and the protection of the Yabassi Key Biodiversity Area (YKBA). Activity 1.1: Organize one project information meeting for 2 municipalities around Ebo landscape (Yabassi, Yingui, Makombe and Edea II). Activity 1.2: Mobilise, train and support 30 community members and 14 intervening actors (4 CSOs, 4 local council officials, 4 traditional authorities / 10 community leaders, 15 women leaders, 1 media house, etc) on protection of community customary tenure, advocacy, financial sustainability activities, institutional and project management and organizational governance in the management of the Yabassi KBA by November 2022. Component 2.0: Community participatory mapping (CPM) and Community land use planning (CLUP). Activity 2.1:Initiate and support community participatory mapping of 4 communities' customary land tenure and natural resources in the Yabassi and Yingui council area with focus on the Ndokbiakat clan by 1 August 2022. Activity 2.2: Initiate and support community land use planning in 4 communities around in the Yabassi KBA involving all stakeholders by 31 August 2022. Component 3.0: Community-based conservancy for effective management of the Yabassi Key Biodiversity Area. Activity 3.1: Delineation of at least 2 community and council conservation initiatives within the landscape with clear documentation of their conservation ideas and plans by 31 September 2022. Activity 3.2: Carry out one Research, generate and produce briefings on land and natural resources conflicts, customary land rights and natural resources governance mechanisms within the 2 municipalities and propose mitigating strategies for stakeholder dialogue platform by 31 August 2022.
• Increased Community-based conservation and benefits from the sustainable management and protection of land and natural resources in the Yabassi Key Biodiversity Area (YKBA). • Documented land tenure and natural resources rights of 4 communities support in resolving conflicts by at least 30% on user rights and claims; strengthening tenure security by 40% for efficient forest management with informed decisions making tools put in place for effective forest and Ecosystem management of the Yabassi landscape by 30 September 2022. • Increased inclusive and transparent land and natural resources management and sustainable rural development and conservation amongst local communities, local councils and government, via development of a community Land Use Plans by 30 November 2022. • A strengthened management system of the YKBA operationalised, that addresses at least 40% land and natural resources challenges and dialogue that facilitates negotiation of community access rights to and use of land and natural resources and that monitors implementation of agreed actions by 31 November 2022. • Land and Natural resources management and community conservation dynamics and outcomes effectively operating with skill and knowledge gains capacity through building sessions of 30 community people and 10 local civil society organizations that underpin women and youth participation by 31 September 2022 • Land and forest law reforms necessary to implement this vision are identified. This will serve as a case study to support national civil society efforts to advocate for necessary reforms. • An agreed appropriate legal status for community-based conservation of the YKBA including the Ebo forest and action plans developed.
