Description
This initiative/commitment major objective is “to contribute to achieving zero hunger, improve self-reliance and resilience of the food security and accelerate the food system transformation “. The specific objectives are: 1. To improve the use of the resources available to agriculture and food production and manage them in the most efficient and effective manner. 2. To minimize the food loss and waste and other resources associated with them such as water and energy all through the food value chain. 3. To improve the consumption patterns, dietary intake and the nutritional status of the people especially children and women aged 15-49 year. 4. To improve food quality and food safety measures and standards. 5. To increase the amounts of the basic food stock and reserves. 6. To ensure coherence and harmonization among relevant national, macro and sectoral policies and plans and enhance cooperation and coordination among the stakeholders. 2 7. To ensure timely availability and quality data through establishing the food security management information system and improve and coordination among data providers. 8. To expedite and complete the establishment and proper functioning of the food security council. 9. To promote regional cooperation in fields related to food security and support the establishment of the regional food security hub in Jordan.
The government recent decision to establish the Food Security Council with the membership of all stakeholders at the highest levels, has constituted a major change/progress and reflected the importance and priority the government is giving to the council as a supreme body for setting policies, plans and overseeing the implementation of the projects and interventions. Different stakeholders will have different roles to play using their existing resources and capacities. Each stakeholder will implement its part in close coordination with other partners, including the Food Security Council, the funding agency and other relevant institutions. This will require a clear division of labor and responsibilities among the stakeholders which will be stipulated in a plan to activate the food security governance system, including institutional, policies and procedures, legal, human resource development among others. The maximum coordination among the stakeholders will be sought all through the implementation benefitting from the capacities of the private sector, UN organizations, civil society and building PPPs as much possible and appropriate, the government entities will outsource the work to private sector and seek applying the state-of-the-art technologies and management tools.
Food is a diverse, multi-disciplinary and multi-institutional sector that requires effective coordination and clear division of labor among the partners. Therefore, capacity building, awareness raising, diffusion of innovation and technology transfer among stakeholders are major components of the initiative. It will build on a training need assessment and human resource development and technology transfer plan tailored to the priorities and immediate needs identified by the initiative. In this regard, the plan will ensure benefitting from the resources available within each implementing partner and their strengths and comparative advantages. Moreover, a survey and assessment of potential service providers will serve as the basis for deciding on who will do what. In order to align with the high priority accorded to digitization, the initiative will seek to apply state of the art and top notch technologies and practices. Partnerships with national and international service providers will be arranged to make best use of the resources available and best value for money.
The Food Security Council will have the overall responsibility of coordinating the different components of the initiative. This will be through the specialized unit in the Council Secretariat which will work in close coordination with the implementing agencies. For issues related to policy coherence, crisis and ad hoc situations the coordination will be directly through the food security council.
Monitoring and evaluation of the achievements and progress while implementing the initiative will be the responsibility of the Food Security Council/M&E unit, the unit will collect data, review reports delivered by the implementers’ and provide periodic and annual reports to the concerned authorities. The evaluation is suggested to be conducted by neutral experts from outside the implementing agencies. The recommendation of the annual reports and the evaluations will be reviewed by the Food Security Council members, consequently, remedy and corrective measures will be adopted.
