PCSD Partnership – A multi-stakeholder Partnership for Enhancing Policy Coherence for Sustainable Development
Description
The OECD has been working to develop guidance and tools for enhancing policy coherence for sustainable development, and align policy efforts to the implementation of the SDGs. To ensure that these tools are relevant for diverse country contexts, the OECD will work with partner organisations as well as interested Members and partner countries to test and strengthen these tools. Country studies will be developed to analyse experiences and identify policy and institutional practices in integrating SDGs at the national level. Country studies will provide an overview of the challenges in strengthening or adapting institutional mechanism for coordinating national efforts, improving monitoring systems, and improving policy-making processes for SDG implementation. Policy dialogue among governments, international organizations, civil society, private sector and other key stakeholders will ensure knowledge-sharing opportunities and feedback loops. Methodologies will also be developed to help stakeholders identify sectoral inter-linkages and their implications across economic, social and environmental areas, in implementing the SDGs. Tailored guidance and training will be developed on a demand-driven basis for policy-makers to strengthen institutional mechanisms for policy coherence. Evidence-based analysis drawing on the multidisciplinary expertise of the OECD and partner organisations will be developed to help stakeholders and decision-makers to consider more systematically the effects of policies on the well-being of people and sustainable development (here and now, elsewhere, and tomorrow).
Practical training workshops and guidance on how to apply PCSD tools (including mapping of policy interactions, strengthening of institutional mechanisms and policy processes, and identification of national indicators for tracking progress on PCSD) will be provided to countries on a demand-driven basis.More dedicated capacity building to enhance PCSD can be provided by any partners on a case by case basis depending on resources.
A Steering Group will be established to coordinate and guide the work of the PCSD Partnership. The OECD-PCD Unit will host meetings and provide organisational and substantial support for the PCSD Partnership. The OECD-PCD Unit will work with partner organisations/think-tanks to develop analytical work, country case studies, substantive background papers and reports to inform policy dialogue for the PCSD Partnership. The OECD-PCD Unit will use its annual publication Better Policies for Sustainable Development to report progress on the PCSD Partnership.
