New commitments to reduce CO2 emissions (and their impact on the Ocean) from the international shipping sector (as agreed by ICS AGM on 11 May 2017)

The global shipping industry, as represented by the International Chamber of Shipping (ICS) is committed to the delivery of the following Aspirational Objectives for CO2 emissions reduction by the international shipping sector (that part of the shipping industry not covered by the INDCs committed by Parties to the UNFCCC Paris Agreement):

To maintain international shippings annual total CO2 emissions below 2008 levels;

To reduce CO2 emissions per tonne-km, as an average across international shipping, by at least 50% by 2050, compared to 2008; and

To reduce international shippings total annual CO2 emissions by an agreed percentage by 2050, compared to 2008, as a point on a continuing trajectory of CO2 emissions reduction.

ICS (in conjunction with other shipping industry associations) has requested the Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) to adopt these Aspirational Objectives on behalf of the international shipping sector as a whole as part of the initial CO2 reduction strategy which IMO will adopt in 2018, following the adoption of a CO2 reduction roadmap in 2016.

Implementation will be achieved principally through technical and operational measures by shipping companies, although delivery of truly ambitious CO2 reductions in the longer term will be dependent on widespread availability of alternative fuels, supported by the regulatory framework provided by IMO.

Delivery and progress towards achievement of this objective will assessed using the mandatory global CO2 data collection system which has been established by IMO and which will provide comprehensive data on CO2 emissions from international shipping from 2019, as well as future Green House Studies conducted by IMO. The industry has also proposed that IMO should conduct a comprehensive review of progress towards delivery of these Aspirational Objectives in 2033, including with regard to the development of fossil-free fuels and propulsion technology.
