A Finance Model For SDG Localization

    Intro

    Turkey s first GAP Organic Value Chain Pilot Projects Financial Support Programme is implemented with partnership of GAP Regional Development Administration and Ipekyolu, Karacadag Development Agencies and the technical assistance of United Nations Development Programme (UNDP).

    Objective of the practice

    Within this cooperation model a regional development administration has worked with two regional development agencies in order to design the support programme, prepare guidelines, implement the projects and monitor and evaluate the projects in the region. After successful implementation of the programme the second phase prepared and implemented and also a financial program implemented also for energy efficiency in industry with three regional development agencies (Karacadag, Ipekyolu, Dicle RDA). With this support programmes 60 pilot projects implemented.A Joint Financial Support Program designed with three regional development agencies and implemented according to the following priorities. GAP Organic Agriculture Value Chain Pilot Projects Financial Support Program priorities are; Encouraging organization and supporting institutionalization for organic agricultural production. Increasing the added value and quality of products that are produced/processed in the region, Ensuring sustainable market access for organic products that are produced and processed in the region via development of regional, national and international cooperation. The programme aims to increase sustainable production which respects to nature, climate, responsible consumption and production, land and water preservation. This model showed that a regional cooperation could increase resource efficiency and increase the number of project implementation.It was difficult to increase the organic agriculture in the region however with the awareness and capacity building activities for farmers/producers this problem was solved and cooperation among stakeholders was built.

    Partners
    GAP Reginal Development Administration; Karacadag, Dicle, Ipekyolu Development Agencies. A cooperation protocol was signed among partners. A programme guide was developed. The programme was implemented and monitored.
    Implementation of the Project/Activity

    The cooperation meeting was conducted with the Regional Development Agencies, Former Ministry of Development, UNDP Turkey, GAP Regional Development Administration.

    An application guide and related documents were prepared and a cooperation protocol was signed.
    Programme was announced. Applications were received and evaluated. Successful projects were contracted and implemented. Through the process a mentorship and technical assistance provided to the applicants and project beneficiaries. Within the projects implementation awareness raising and capacity building activities were also conducted. The projects were monitored and evaluated. Because the successful results of the programme several programmes were implemented accordingly.

    Results/Outputs/Impacts
    By the implementation of the programme organic production, promotion, marketing and cooperation activities strongly contributed to development of the organic value chain. Within the scope of the programme 9 Billion TL allocated. Within the scope of Energy Efficiency in the Industry Pilot Projects Financial Support Program 9 Billion TL allocated.

    Organic sector’s key stakeholders such as governmental institutions, municipalities, nonprofit organizations, private companies and universities implemented the first phase of the programme. The second phase of the programme is currently being implemented. Considering the co-financing of stakeholders in total around 15 Billion TL is planned to be allocated for the pilot projects.

    Within the scope of Energy Efficiency in the Industry Pilot Projects Financial Support Program SMEs implementing pilot projects. Considering the co-financing of stakeholders in total around 18 Billion TL is planned to be allocated for the pilot projects. Within scope of this model a regional cooperation contributed to resource efficiency and increased the number of project implementation.

    A series of activities implemented with the vision of SDG localization during 2015-2018. The activities include SDG #1 End Poverty; SDG#12 Responsible Consumption and Production; SDG#15 Life on Land
    Enabling factors and constraints
    GAP RDA engaged in a genuine cooperation process based on financial support programme with Regional Development Agencies. The RDA has gone beyond its institutional comfort zone by having an activist attitude towards interventions by investing in joint programmes which could be unrealistic for some. The agreement with the development agencies has decisively contributed to the national and international presence of the administration. It has also internally delivered a genuine model of financial support planning and programming based on cooperation.

    Conventional agriculture, water resources and pollution of water resources in nearby areas and was being done caused threat to the health of all people who use the water there. Not in this area was very large and the infrastructure is very good, even in cities that are considered water-borne diseases and threats involved. Organic farming is a need sustainable agriculture and the environment and to human health friendly production methods. Therefore, measures to increase the income of farmers and consumers in the target area of the project protected the health and water resources.

    With the implementation of the joint financial programme contribution financial support mechanism legislation was revised.
    Sustainability and replicability
    This programme directly contributed to environmental, social and economic sustainability and resilience.

    The programme evaluated as highly satisfactory by the monitoring and evaluation expert. This programme was also included in GAP Organic Agriculture Cluster Scalability and Replicability Tool Kit.

    The programme was implemented for different sectors as well. Firstly the programme was implemented for energy efficiency in the industry. Now it is planned to be implemented for resource efficiency in the region.
    Conclusions

    A unique cooperation model was developed. Regional development administrations, regional development agencies are the final beneficiaries in terms of model development and implementation. <br />
    <br />
    Governmental institutions, municipalities, nonprofit organizations, private companies and universities are the final beneficiaries of our newly created joint financial support programmes. <br />
    <br />
    Other development administrations and development agencies want to create similar joint programmes since they have seen the effects of the model. A cooperation model protocol, guidelines and monitoring evaluation report template could be revised based on the region and sector.
