Description
"Decent Life Initiative" is the largest national project implemented by the Egyptian country in its history, with the purpose of improving living conditions of all Egyptian rural residents, as it covers 58% of Egypt's total population. - For the first time, Egypt has an Electronic System that manages the planning, monitoring and evaluation system at the village level. This will accelerate Egypt’s efforts towards localizing SDGs. - The Electronic Monitoring System identifies the development needs of low-income villages, develops appropriate sustainable plans, monitors and evaluates the impact of all the efforts on development. - The System monitors the implementation of more than 32 thousand development interventions (project and activities), and evaluate the impact through more than 200 KPIs, which covers the SDGs. Methodology: - It is an Integrated electronic system that includes the comprehensive stages of the plan’s preparation process, identifying gaps, planning, implementation, monitoring, and evaluation. - It is integrated with multiple databases (national, local, sectorial), as MPED adopts Evidence Based Planning Principles. - It is also integrated with spatial changes system to monitor the implementation achievement ratio through satellites. - It relies on the methodology of “Programs and Performance Based Planning” that links the financial allocations with the expected returns. - The system produces analytical performance reports at the level of governorates, centers and villages as well as automatically update the "Quality of Life" Index (access to basic services). Governance: MPED collects the relevant data from line ministries, then reviews it before updating the system.
- Creating a quantitative tool that helps measuring the impact of all the efforts within the framework of "Decent Life Initiative". - Consolidating the values of governance, accountability and transparency, in line with the priorities of the national agenda for sustainable development: Egypt Vision 2030. - Raising the efficiency of public spending.
