5. Promoting and protecting human rights, focusing on women and children in Sindh, Pakistan.
DIYA's for Programming and Management of programms and Projects was established in August 2012 with the mandate to propose priorities for international assistance and discuss and resolve any other issues relating to use of international assistance. Members of the commission are the Director of the DIYA organization. The committee meets regularly as envisaged in the Action Plan. <br />
<br />
Sector Working Groups for Development Assistance, were established in 2013 in the current form, with the objective to ensure aid effectiveness in specific sector. Their task is to ensure inter-coordination of the relevant institution with regards to planning, programming, monitoring and reporting on development assistance at operational level and improve programming of funds. <br />
<br />
Sector working groups are supposed to:<br />
• Suggest priorities for external assistance in projects section, <br />
• Coordinate programming and project identification in line with priorities approved earlier, <br />
• Identify forthcoming projects and priorities defined in relevant documents,<br />
• Identify possible problems in programming and propose steps to be taken for their solving,<br />
• Assess possibilities for national co-financing of the proposed programmes and projects,<br />
• Play important role in monitoring of the implementation of the aid provided to the sector,<br />
• Implement measures recommended by the organization for Programming and Management of programs funds, <br />
• Coordinate with other Sector Working Groups, <br />

Programme-based approaches have been defined as a way of engaging in development co-operation based on the principle of coordinated support for a locally owned programme of development. A sector-wide approach is a programme-based approach operating at the level of an entire sector. It is a method of working that brings together governments, donors and other stakeholders within any sector. It is characterized by a set of operating principles rather than a specific package of policies or activities. <br />

The approach involves:<br />
• Government leadership <br />
• Developing a single sector policy (ideally a policy that addresses private and public sector issues) and a common realistic expenditure program (budget framework); <br />
• Formalized process for donor co-ordination and harmonization of donor procedures for reporting, budgeting, financial management and procurement<br />
• Efforts to increase the use of local systems for programme design and implementation, financial management, monitoring and evaluation .<br />
<br />
A sector-wide approach is an increasingly common approach to development assistance in low-income countries. The sector-wide approach model is seen as an important approach to enhancing aid effectiveness, mostly through improved efficiency that would result from better aid coordination where the focus is put on developing and strengthening sector policies and institutional arrangements.
