    Intro

    Deqing aims to make full use of digital technology with geographical information as the core, and uses digital concepts and methods, to explore the rural intelligent governance model of one “map” concept visualization tools, to rationalize the rural space use, enable the better planning and development of rural industry, enhance the quality of rural happiness, promote the transformation of rural “economy, life and ecology”, and to upgrade the modernization of rural governance, and promote rural high-quality sustainable development.

    Implementation of the Project/Activity

    The framework system of rural digital governance was built. We make full use of digital technology with geographic information as the core, and have promoted the digitization and integration of rural management, rural environment, rural services, rural governance and infrastructure through mobile phones and other carriers. We have improved the collaborative and efficient decision-making mechanism. We have promoted the visualization, digitization and intellectualization of rural governance. Relying on geographic information technology, the visualization of rural governance has been realized, with18 layers such as electronic map, remote sensing image and three-dimensional real map etc., which were superimposed to build a “virtual village”. We have focused on data collection and sharing, explored the digitization of rural governance, collected 282 types of data from 58 departments, and shared data of 15 systems such as spatiotemporal information, garbage classification in real time. We have also targeted the auxiliary management decision-making, promoted the intellectualization of rural governance, focused on data quantitative analysis. The rural governance flow has been innovated and reconstructed. With Internet, the villagers are guided to deal with social insurance, medical registration and treatment online. And the new digital life services nearby are easily accessible to the villagers. We have built an interactive chain for people's livelihood governance, and smoothed the channels for reflecting the situation and public opinions of villagers. In this way, we have formed a closed-loop information processing and action mechanism of "collection, assignment, handling and feedback" for problem-solving, and created a new carrier for villagers' online social communication.

    Results/Outputs/Impacts

    With "one map and one window of digital villages", "seeing from sky, checking from internet, and managing from the ground" is realized. Over 100,000 problems such as water quality change were identified in 137 villages in the county in 2020, the problem reporting time reduced by 86%, and the solution rate increased to 95%. "One map and one window" management of agricultural production was realized, such as the new mode of fish breeding based on IOT, which provided functions such as remote viewing of real-time water quality and tail water treatment for farmers, and provided value-added services for 1,510 households of about 8,000 hectares of fish ponds. The farmers have access to the government services through their mobile devices instead of on-site visit. The digital services include health, pension, etc. 97.2% of the questions raised by the farmers in the county were resolved in 2020. Especially in the context of COVID-19, we provide with pandemic prevention and control information.

    Enabling factors and constraints

    Enabling Factors: The first UNWGIC stimulated geographic information technologies in Deqing. The Big Data Bureau was established for the sustainable development of digitally empowered villages, the county leadership, and participation of all stakeholders. Constraints: Due to the low digital literacy and participation of the villagers, training has been carried out for the targeted population. The digital system was not quite user-friendly, and the cost was high. Now the system has been continuously iterated to improve its functioning, and the interactivity and practicability of the application have been greatly enhanced.

    Sustainability and replicability

    Sustainability is achieved through the institutional building such as big data bureau, and standardization of digital technology applications. The application of Deqing rural digital governance, after practice of more than one year, has been implemented in 137 villages within the county, and about which, the China’s first two digital rural county-level local standards and norms were issued, and provided samples and experience to other areas. The practice has been replicated domestically in provinces like Zhejiang, Jiangsu, Sichuan and Guangdong, etc., and could be extended to more areas in and out of China. On the other hand, "An Implementation Plan for Developing the Deqing County Rural Digital Governance Platform to Accelerate the Development of Digital Countryside" has been formulated to standardize its mechanism and smooth its operation. The scale effect has effectively controlled the cost of construction and operation, which also contributes to its sustainability and replicability.

    COVID-19 Impact

    The practice shows its vitality during COVID 19 pandemic. Combined with various epidemic prevention and control measures, the capability of the rural digital governance has been further improved. It has effectively prevented the occurrence of epidemic transmission, through timely checks of massive health information of the population. It has helped with the local labor market by data collection, analysis and sharing. An enterprise health punch system has been launched, to allow employee to report their own health status through their own mobiles. For farmers, necessities like masks, food, and local agricultural products could be ordered online with home delivery services. The risk of crowd aggregation was effectively avoided, and agricultural products were more easily dispatched.
