Cash Transfer Programs: Takaful and Karama (Solidarity and Dignity)

    Description
    - Takaful (“Solidarity”) is a monthly conditional cash transfer for households with children, aiming at promoting capital accumulation by providing family income support while incentivizing poor households to invest in their children’s health, education and nutrition by imposing conditions such as enrollment of children in schools (with a minimum of 80 percent attendance) and getting the necessary health check-ups, including child immunization and growth monitoring for children aged 0-5 years old, and antenatal care for pregnant mothers.Karama (“Dignity”), on the other hand, is a monthly unconditional cash transfer program aimed at promoting social inclusion through integration of the most vulnerable, namely the elderly (those over 65 years old), people with disabilities, and orphaned children.
    Expected Impact

    Egypt has made investment in people a top priority. Accordingly, the country’s ambitious economic reform program launched in 2016 was coupled with efforts of scaling up social protection programs. Those programs aimed to mitigate the potential short-term, negative impacts of the reforms on the most poor and vulnerable segment of Egypt’s population.The Program aimed at eradicating poverty and preventing more people to fall below the national poverty line due to high living conditions. As well as increasing food consumption, encouraging families to keep children at school and providing them with needed health care.The program supports the Financial Inclusion Initiative through delivering the monthly transfers via smart cards. Thus, integrating vulnerable individuals financially and economically. Due to the success of the program, a proposal is currently under study within the government to transfer the Program into a Fund to ensure its sustainability.

    There are 3 million families who benefit from the Takaful and Karama program, which includes around 12 million individuals.
    Women already represent 88% of the programs' beneficiaries.
    Due to the COVID-19 outbreak, 60,000 household beneficiaries were added to "Takaful and Karama", and as a second phase an additional 100,000 will be added.
