COP28 Global Stocktaking Calls for Urgent Action, Integrating Climate and Development Pathways

The main outcome of COP28, Global Stocktake (GST), emphasizes linkages between addressing climate change in the broader context of sustainable development and highlights synergies in several key paragraphs. In the preamble, there is a call for addressing the global crises of climate change and biodiversity loss in a comprehensive and synergetic manner, highlighting the importance of conserving nature and ecosystems for effective climate action. Furthermore, the GST notes key findings of the IPCC, including that mitigation efforts embedded within the wider development context can increase the pace, depth and breadth of emissions reductions, as well as that policies that shift development pathways towards sustainability can broaden the portfolio of available mitigation responses and enable the pursuit of synergies with development objectives. GST also calls Parties and non-party stakeholders to enhance collaboration under multilateral environmental conventions and agreements, particularly those under the Rio Conventions, to achieve the long-term goals of the Paris Agreement and the SDGs in a synergistic and efficient manner.
