Intervention of Mr. Do Hung Viet, Deputy Permanent Representative of Viet Nam to the United Nations
at the seventh intergovernmental negotiations on the Post-2015 Development Agenda
(Declaration – July 21st, 2015)
Mr. Co-facilitator,
At the outset we would like to thank the co-facilitators for preparing the revised draft, which has taken on board issues of interest and concern for many delegations and continues to serve as a very good basis for further discussion and negotiations.
My delegation associates itself with the statement by South Africa on behalf the Group of 77 and China and would like to add a few points in our national capacity.
First, Viet Nam welcomes and strongly supports the reference and language relating to the role of national parliaments in the implementation of the new development agenda in paragraph 41 of the current text.
Second, we continue to call for a strong reference to the role of the United Nations Development System in the implementation of the post 2015 development agenda to be reflected in the Implementation section of the Declaration, possibly as paragraph 40bis.
Despite its shortcomings, the UN development system continues to play an indispensable role in supporting member states in the implementation of internationally agreed development goals. It has over the last decades shown its value in responding to the diverse needs of countries, from humanitarian to development, from countries emerging out of conflicts to those moving higher on the development ladder, from helping bring boys and girls to school to supporting governments respond to outbreaks of epidemics.
Our own national experience with the MDGs and the reality in many LDCs and lower Middle Income Countries underscore the important role of the UN as a major partner in providing assistance for the implementation of many socio-economic development strategies, programs and projects. The UN stands out as trusted development partner. We need a strong, effective, coherent UN Development System to deliver an ambitious, transformative and holistic development agenda. We propose that such a paragraph include two elements:
1. Recognition of the indispensable role and comparative advantage of the UN system in supporting the implementation of the post-2015 development agenda
2. Emphasis on the need to strengthen the UN system to enhance its relevance, coherence, efficiency and effectiveness.
Mr. Co-facilitator,
The UN and its development system have been the driving force behind this whole agenda. It will be at a UN Summit that our Leaders will agree on the ambitious agenda. It would therefore be only appropriate and wise to reflect truly the role of the UN system in the implementation of the agenda and what we expect the UN system to do to support us in this common endeavor to transform the world by 2030.
