Señor Presidente;
Al sumarnos a la Declaración del Grupo de los 77 y China, nos permitiremos presentar algunas consideraciones y acciones como parte de los compromisos asumidos en el marco de los Objetivos de Desarrollo del Milenio.
Señor Presidente;
En nuestro país el problema de la desertificación se encuentran ubicados en las zonas áridas y semiáridas, que comprenden alrededor de un 6% del territorio, sin embargo, se han adelantado planes y programas para solucionar este problema a través de las siguientes acciones: implementación de programas de riego de 120 mil hectáreas mediante la rehabilitación de los grandes sistemas de riego en todo el país, así mismo, se creó la Comisión Presidencial sobre el Desarrollo Rural Integral, que persigue entre otros objetivos, ejecutar proyectos de desarrollo sustentable en cada región de la geografía nacional, fomentar la actividad agrícola y el uso óptimo de la tierra a través de las comunidades organizadas, a las cuales se les dotan de insumos, servicios de investigación, planificación, capacitación técnica, transferencia de tecnología y financiamiento con la participación de todos los actores del medio rural.
La República Bolivariana de Venezuela le brinda particular importancia a la conservación de las fuentes de agua, la está por encima del interés económico, a su vez reconocemos el acceso al agua como un derecho humano, como un bien del dominio público y no del privado.
Señor Presidente,
Dentro de los compromisos asumidos por la República al formar parte del Convenio de Desertificación y Sequía se encuentra la próxima entrega del Tercer Plan Nacional de Implementación del Convenio.
Es importante resaltar, el apoyo que se le ha brindado al Convenio, mediante las iniciativas de cooperación promovidas en nuestras acciones de política exterior y en el marco de la Cooperación Sur-Sur, entre las cuales se pueden mencionar: la firma de un Memorando de Entendimiento en el año 2000, en el cual Venezuela entregó a la Secretaría la suma de un millón de dólares para apoyar acciones comunes y focalizadas en la lucha contra la desertificación, la mitigación de la sequía y el fortalecimiento de la Cooperación Sur-Sur, a través del Fondo Suplementario para el Financiamiento Voluntario de Actividades bajo la Plataforma de Cooperación entre los Países de África, América Latina y el Caribe.
A su vez, otorgamos una contribución de 2 millones de dólares a través de la Secretaría del Convenio sobre Desertificación, para el financiamiento, elaboración y puesta en práctica de actividades enmarcadas en la lucha contra la degradación de los suelos en catorce (14) países en desarrollo del Pacífico Sur.
Asimismo, hemos exigido por intermedio del Secretario General de las Naciones Unidas que el aporte de Venezuela sea destinado exclusivamente a proyectos presentados por los países en las regiones para lo cual fueron designados.

La República Bolivariana de Venezuela considera que esta Convención cumple un importante rol en la lucha contra la pobreza a nivel internacional para luchar contra la pobreza, la seguridad alimentaria, el acceso al agua y el cambio climático, englobando de alguna forma, varias de las metas de desarrollo del milenio, temas de especial interés en nuestra política nacional, por ello se hace un llamado a los países desarrollados a ampliar la Ayuda Oficial al Desarrollo, las cuales no pueden estar sujetas a criterios evaluativos y condicionalidades por parte de los países desarrollados y de las instituciones multilaterales financieras, respaldamos las iniciativas tendentes al acceso de mecanismos de financiamiento productivo no condicionado, que permitan mejorar la calidad de vida en nuestros países.
