We want to thank both of you and the Secretariat for the
tremendous efforts made to bring this document to us,
resulting of many many hours of work and intergovernmental
negotiations. Nevertheless, our delegation would like to
express its disagreement to two paragraphs and present its
reservation to them.
Regarding the concept of "modern energy for all", which is
reflected in the title of Goal 7 and in the target 7.1., we
reserve this concept as we did in the final document of
Rio+20 "The Future We Want", because modern energy, in
our view, involves the use of new technologies without the
necessary evaluation of its application in a national context
and priorities and technological development.
Also Mr Cochairs, Venezuela makes reservation of the target
12.c. As pointed out in the Conference of Rio+20, for the
Bolivarian Republic of Venezuela, on the basis of the
Constitution of 1999, the reference to the removal of
subsidies for fossil fuels, have an interventionist character in
the State public policies and therefore we do not accept its
relationship with any of the "Sustainable Development Goals".
Venezuela will not accept any kind of evaluation, monitoring,
reporting and review of our national energy policies and
measures that involve an affectation to our national
sovereignty. That paragraph also is further away and modifies
substantially the lines agreed in the Johannesburg Plan of
Action 2002.
We also want to support the position stated by the Arab
countries on the matter of foreign occupation.
Finally, it is appropriate to recall once again that Venezuela is
not part to the UN Convention on the Law of the Sea,
UNCLOS, and the no objection to the texts adopted at this
document cannot be interpreted as a change of position on
the said Convention.
We kindly request that this Statement becomes an integral
part of the adoption report of the final document of the Group
.
