Señores Cofacilitadores ,
En primer lugar, quisiera asociar mi intervención a la realizada por Sudáfrica en
nombre del G77 y China.
En segundo lugar, mi delegación quisiera agradecer los esfuerzos realizados por los
señores Cofacilitadores en la elaboración del documento borrador, el cual consideramos una
buena base de partida para la etapa final de las negociaciones.
Señores Cofacilitadores,
En capacidad nacional, Uruguay quisiera realizar algunas observaciones generales al
texto, y presentará en forma escrita los ajustes de lenguaje que estimamos son pertinentes
sean reflejados en el texto.
Señores Cofacilitadores,
En cuanto al P reámbulo, mi delegación entiende que sigue sin agregar valor a la
declaración, ya que la mayoría de los puntos que destaca están comprendidos a lo largo del
texto de la Declaración, generando repeticiones e inconsistencias.
En el párrafo que refiere a Personas (People): se debería incorporar una referencia a la
eliminación de todos los tipos de violencia y discriminación; acceso universal a la salud,
acceso equitativo y universal a la educación; y el derecho humano al agua; hacer mención a
los jóvenes. Al mismo tiempo que es imprescindible que reconozca que la alcanzar la equidad
de género es un requisito previo para la consecución de todos los objetivos de desarrollo
sostenible. A simismo se considera fundamental la incorporación de la promoción y
protección de todos los derechos humanos y libertades fundamentales dentro del mismo.
En el párrafo que refiere a Prosperidad (Prosperity): al referirse a Industrialización y a
Agricultura sostenible, el párrafo también debe mencionar a los patrones de producción y
consumo sostenibles, con los países desarrollados tomando la iniciativa, y deberá asimismo
hacer referencia a la seguridad alimentaria.
En el párrafo que refiere a la Paz (Peace): También consideramos fundamental la
incorporación de la promoción y el respeto a los derechos humanos en este párrafo.
Señores Cofacilitadores,
En cuanto a la Declaración, Uruguay espera se siga conservando el balance obtenido
en el Reporte del Grupo Abierto de Trabajo para la definición del los Objetivos de Desarrollo
Sostenible, y las tres dimensiones del Desarrollo Sostenible.
Mi delegación, considera que la reformulación de algunos párrafos con respecto a la versión
cero, ha fortalecido la declaración, por lo cual mi país apoya con especial énfasis la
permanencia en el texto de los párrafos:
6. Reconoce la multidimensionalidad de la pobreza.
10. Sobre Derecho al Desarrollo, y Responsabilidades comunes pero
diferenciadas.
19. Equidad de género, empoderamiento de la mujer: acceso igualitario a la
educación, iguales oportunidades de trabajo, igual acceso a los recursos económicos, e
iguales oportunidades de participación política a los hombres. Asimismo, trata sobre
combatir todo tipo de violencia y discriminación contra las mujeres, niñas y niños. A
pesar de ello, también se espera ver reflejado en este párrafo una referencia al respeto
y protección de los derechos sexuales y reproductivos de las mujeres y niñas. La
eliminación del matrimonio forzado y la mutilación genital.
23. Promueve el acceso a la educación de calidad en todos los niveles (primario,
secundario y terciario); también contempla realización de los derechos de los niños y
los jóvenes y el desarrollo de sus capacidades.
26. C ompromete a todos los actores a cambiar los patrones de producción y consumos
insostenible, estableciendo que los países desarrollados deben tomar el liderazgo del
mismo.
38. Párrafo que reconoce el rol de la familia y su contribución al desarrollo sostenible,
mediante el cual establece que la Agenda deberá fortalecer y proteger a todas las
familias. Uruguay considera que se deberá ajustar el lenguaje del párrafo a modo de
que refleje el reconocimiento así todas las formas de familias.
41. Damos la bienvenida al lenguaje que destaca el rol esencial de los Parlamentos
nacionales en cuanto a la legislación y la designación de presupuesto para la
implementación de los compromisos asumidos en la adopción de la Agenda Post
2015.
43. Se valora positivo que se establezca que en la medición del progreso de los países
se tomarán más medidas de referencias que vayan más allá de lo que contempla y
refleja el PBI para asegurar que la realidad de ningún país o grupo de personas quede
rezagado.
Asimismo, se considera que el lenguaje de los siguientes párrafos debe ser fortalecido:
7 . S e debe incluir una referencia a discriminación; mejorar el lenguaje que refiere a
salud, como acceso universal a la salud, especialmente a los servicios de salud.
Asimismo, al mencionarse el modo de acceder a los alimentos, se debe hacer
referencia nuevamente a los patrones de producción y consumo sostenibles, con los
países desarrollados tomando la iniciativa en la materia y seguridad alimentaria.
24. Se espera ver incluida la referencia al acceso universal a la salud sexual y
reproductiva y a los derechos reproductivos.
34. S e considera que este párrafo debe hacer mención a todos los países en desarrollo,
al mismo tiempo que proponemos se incorpore un párrafo 34 bis, que establezca lo
siguiente:
“We commit to shifting away from using GDP as a proxy measure of development
and to move towards measures based on human wellbeing that ensure an adequate
balance of the three dimensions of sustainable development¨ .
37. C uando se nombra a los migrantes, al referirnos a sus Derechos Humanos, en el
lenguaje del texto amerita que se incluya la referencia: “independientemente de su
status migratorio”.

resolved to free the a ll human beings t he human race f rom the tyranny of poverty i n all its
forms and to ensure their dignity and wellbeing,
and want and to heal and secure our planet
for present and future generations. We are determined to take the bold and transformative
steps needed to shift the world on to a sustainable path w hile achieving a profound
transformation of the global economic and financial system towards equity and redistribution
and environmental sustainability. A s we embark on this collective journey, we pledge that n o
one will be left behind.
The 17 Sustainable Development Goals and 169 targets which we are announcing
demonstrate the scale and ambition of the new Agenda. They will stimulate action over the
next fifteen years in the following areas of critical importance for humanity and the planet:
People
We want to ensure that all human beings can fulfil their potential a nd fully realize all of their
human rights and fundamental freedoms, without discrimination on any grounds. We want to
end poverty in all its forms; end hunger and malnutrition; promote a nd protect human r ights
and d ignity f or all; combat inequalities in and between countries; achieve gender equality
and empower all women and girls; ensure quality education, water and sanitation and
universal access to health a healthy life for all; and secure the p articipation of all people and
groups, including children a nd youth, in the realization of the new Goals and targets. W e
pledge to ensure that no one is left behind. We recognize that the realization of gender
equality is a prerequisite for the achievement of all sustainable development goals.
Planet
We must respect and safeguard our common home. We want to protect the planet so that it
can support the needs of present and future generations. We will conserve and sustainably use
our oceans and seas; fight climate change a nd its impacts; protect and restore ecosystems;
combat desertification, land degradation and biodiversity loss; p rotect wildlife; e nd pollution
of all kinds, including from hazardous chemicals; end the use of unsustainable and
environmentally harmful technologies; reduce and reuse waste; promote safe and inclusive
cities and human settlements; and promote disaster risk reduction.
Prosperity
We want all human beings to enjoy the fruits of economic, social and technological progress
and live productive and fulfilling lives. We want to ensure sustained, inclusive and
sustainable economic growth; p romote e nsure decent work, employment a nd social
protection for all; foster shared prosperity and sustainable lifestyles worldwide; promote
sustainable industrialization, agriculture and infrastructure; and ensure access to affordable
modern energy services.
Peace
All people yearn to live in peaceful and harmonious societies, free from fear and violence.
We want to foster peaceful, safe and inclusive societies; to strengthen governance and
institutions at all levels; to ensure equal access to justice; and to r espect, a nd protect a nd
fulfill t he all h uman rights a nd fundamental freedoms o f all p eople without distinction of any
kind.
Partnership
We want to create an effective Global Partnership for Sustainable Development which will
embrace all countries and stakeholders. The Global Partnership will mobilize the means
required for implementation of the Agenda, acting in a spirit of strengthened global solidarity
and supporting, in particular, the needs of the poorest and most vulnerable.
If we realize our ambitions in these areas and across the full extent of the new Agenda, the
lives of millions of human beings will be profoundly altered and our world will be
transformed for the better.
Introduction
3. We recognize that poverty eradication is the greatest global challenge and an
indispensable requirement for sustainable development. We recognize that the dignity of
the human person is fundamental. We intend, between now and 2030, to end extreme
poverty and hunger everywhere; to combat inequalities a nd all forms of discrimination
and violence, and build peaceful, just and inclusive societies; t o achieve gender equality
and the empowerment and full realization of human rights of women and girls; t o ensure
the lasting protection of the planet and its resources; and to create conditions for
sustainable, inclusive and sustained economic growth and shared prosperity.
6. We commit ourselves to working tirelessly for the implementation of the Agenda by
2030. This is a plan of action for people, planet and prosperity which also seeks to
strengthen universal peace in larger freedom. It will be implemented by all of us acting in
genuine and lasting partnership. We are resolved to free t he all human beings h uman race
from the tyranny of poverty a nd inequalities i n all its forms and to heal and secure our
planet for future generations. We are determined to take the bold and transformative
steps needed to shift the world onto a sustainable and resilient path.
Our vision
7. In these goals and targets, we are setting out a supremely ambitious and
transformational vision. We envisage a world free of poverty, hunger, disease and want,
where all life can thrive. We envisage a world free of fear and violence. A world with
universal access to quality education a nd, u niversal access to health t o health care a nd
social protection, where physical, mental and social wellbeing
are assured. A world
where access to safe and affordable drinking water is a basic and universal human
right;f ood security w here food is safe, affordable and n utrition n utritious; where there is
adequate and accessible sanitation. A world where human habitats are safe, resilient and
sustainable and there is affordable, reliable and sustainable energy.
8. We envisage a world of universal p rotection, r espect a nd fulfillment of all f or h uman
rights and human dignity, the rule of law, justice and equality f or all without any form of
discrimination or violence; of respect for race, ethnicity and cultural values; and of equal
opportunity permitting the full realization of human potential while promoting shared
prosperity. A world in which every woman and child enjoys full gender equality and all
barriers to their empowerment in our societies have been removed. A just, equitable,
tolerant and socially inclusive world.
Our world today
14. In its scope, however, the framework we are announcing today goes far beyond the
MDGs. Alongside continuing development priorities such as poverty eradication, g ender
equality and women’s empowerment , health, education and food security and nutrition, it
sets out a wide range of economic, social a nd environmental objectives. It also promises
more peaceful and inclusive societies. It also, crucially, defines means of implementation.
Reflecting the integrated approach which we have decided on, there are deep
interconnections and many crosscutting
elements across the new goals and targets.
15. We recall the outcomes of major UN conferences and summits which have laid a solid
foundation for sustainable development and have helped to shape the new Agenda.
These include the Rio Declaration on Environment and Development; the Millennium
Declaration; the World Summit on Sustainable Development; the World Summit for
Social Development; and the United Nations Conference on Sustainable Development
(“Rio+ 20”) and its followup;
the Monterrey Consensus of the International Conference
on Financing for Development; the Doha Declaration on Financing for Development; the
Programme of Action of the International Conference on Population and Development,
the Beijing Declaration and Platform for Action, and their subsequent reviews, among
others.
The new Agenda
19. Working for gender equality and the empowerment of women and girls will make a
crucial contribution to progress across all the goals and targets. The achievement of full
human potential and of sustainable development is not possible if one half of humanity
continues to be denied its full human rights and opportunities. Women and girls must
enjoy equal access to education, economic resources and political participation as well as
equal opportunities with men and boys for employment and leadership. T heir sexual and
reproductive rights must be respected, protected and fulfilled. A ll forms of gender
inequality, discrimination and violence against women and children, both boys and girls,
including harmful practices such as child, early and forced marriage and female genital
mutilation, will be combatted eliminated.
22. T he new agenda commits to respect, protect and fulfill the human rights of and
eliminate discrimination against marginalized groups, V ulnerable sections of the
population w ho must be empowered, and whose needs are reflected in the goals and
targets, include children, youth, persons with disabilities and older persons; the needs of
others who are vulnerable, such as migrants and indigenous peoples, are also reflected.
People living in areas affected by conflict, terrorism and complex humanitarian
emergencies are also experiencing severe challenges.
24. To extend healthy life expectancy for all, we must achieve universal health coverage.
No one must be left behind. We commit to accelerating the progress made to date in
reducing infant, child and maternal mortality by ending all preventable deaths of infants,
children and pregnant women by 2030. We are committed to ensuring universal access to
sexual and reproductive health c are s ervices and reproductive rights, including for family
planning, information and education. We will equally accelerate the pace of progress
made in fighting malaria, HIV/AIDS, tuberculosis, hepatitis and other communicable
diseases and epidemics. At the same time we are committed to devoting greater effort to
tackling noncommunicable
diseases.
34. Official Development Assistance remains important in supporting the sustainable
development needs of a ll developing countries a nd regions, in particular African
countries, least developed countries, landlocked developing countries and small island
developing states. A s well as the specific challenges facing by the middleincome
countries. We shall accelerate full implementation of the Istanbul Programme of Action
for the Least Developed Countries, the Small Island Developing States Accelerated
Modalities of Action (SAMOA) Pathway, the Vienna Programme of Action for
LandLocked
Developing Countries, the African Union’s Agenda 2063 and the
programme of the New Partnership for Africa’s Development (NEPAD).

37. We recognize that international migration is a multidimensional
reality of major
relevance for the development of countries of origin, transit and destination, and that
coherent and comprehensive responses are required. We will cooperate internationally
to ensure safe, orderly and regular migration involving full respect for human rights and
the humane treatment of migrants r egardless of their migration status, refugees and
displaced persons.
38. We recognize the role of t he family families as a c ontributors to sustainable
development; one measure of success of the new Agenda will be its ability to support
strengthen and protect all families in their various forms and ensure equality and
nondiscrimination
within them.

discrimination or violence; of respect for race, ethnicity and cultural values; and of equal
opportunity permitting the full realization of human potential while promoting shared
prosperity. A world in which every woman and child enjoys full gender equality and all
barriers to their empowerment in our societies have been removed. A just, equitable,
tolerant and socially inclusive world.
Our world today
14. In its scope, however, the framework we are announcing today goes far beyond the
MDGs. Alongside continuing development priorities such as poverty eradication, g ender
equality and women’s empowerment , health, education and food security and nutrition, it
sets out a wide range of economic, social a nd environmental objectives. It also promises
more peaceful and inclusive societies. It also, crucially, defines means of implementation.
Reflecting the integrated approach which we have decided on, there are deep
interconnections and many crosscutting
elements across the new goals and targets.
15. We recall the outcomes of major UN conferences and summits which have laid a solid
foundation for sustainable development and have helped to shape the new Agenda.
These include the Rio Declaration on Environment and Development; the Millennium
Declaration; the World Summit on Sustainable Development; the World Summit for
Social Development; and the United Nations Conference on Sustainable Development
(“Rio+ 20”) and its followup;
the Monterrey Consensus of the International Conference
on Financing for Development; the Doha Declaration on Financing for Development; the
Programme of Action of the International Conference on Population and Development,
the Beijing Declaration and Platform for Action, and their subsequent reviews, among
others.
The new Agenda
19. Working for gender equality and the empowerment of women and girls will make a
crucial contribution to progress across all the goals and targets. The achievement of full
human potential and of sustainable development is not possible if one half of humanity
continues to be denied its full human rights and opportunities. Women and girls must
enjoy equal access to education, economic resources and political participation as well as
equal opportunities with men and boys for employment and leadership. T heir sexual and
reproductive rights must be respected, protected and fulfilled. A ll forms of gender
inequality, discrimination and violence against women and children, both boys and girls,
including harmful practices such as child, early and forced marriage and female genital
mutilation, will be combatted eliminated.
22. T he new agenda commits to respect, protect and fulfill the human rights of and
eliminate discrimination against marginalized groups, V ulnerable sections of the
population w ho must be empowered, and whose needs are reflected in the goals and
targets, include children, youth, persons with disabilities and older persons; the needs of
others who are vulnerable, such as migrants and indigenous peoples, are also reflected.
People living in areas affected by conflict, terrorism and complex humanitarian
emergencies are also experiencing severe challenges.
24. To extend healthy life expectancy for all, we must achieve universal health coverage.
No one must be left behind. We commit to accelerating the progress made to date in
reducing infant, child and maternal mortality by ending all preventable deaths of infants,
children and pregnant women by 2030. We are committed to ensuring universal access to
sexual and reproductive health c are s ervices and reproductive rights, including for family
planning, information and education. We will equally accelerate the pace of progress
made in fighting malaria, HIV/AIDS, tuberculosis, hepatitis and other communicable
diseases and epidemics. At the same time we are committed to devoting greater effort to
tackling noncommunicable
diseases.
34. Official Development Assistance remains important in supporting the sustainable
development needs of a ll developing countries a nd regions, in particular African
countries, least developed countries, landlocked developing countries and small island
developing states. A s well as the specific challenges facing by the middleincome
countries. We shall accelerate full implementation of the Istanbul Programme of Action
for the Least Developed Countries, the Small Island Developing States Accelerated
Modalities of Action (SAMOA) Pathway, the Vienna Programme of Action for
LandLocked
Developing Countries, the African Union’s Agenda 2063 and the
programme of the New Partnership for Africa’s Development (NEPAD).
34 bis. We commit to shifting away from using GDP as a proxy measure of development
and to move towards measures based on human wellbeing
that ensure an adequate
balance of the three dimensions of sustainable development .
37. We recognize that international migration is a multidimensional
reality of major
relevance for the development of countries of origin, transit and destination, and that
coherent and comprehensive responses are required. We will cooperate internationally
to ensure safe, orderly and regular migration involving full respect for human rights and
the humane treatment of migrants r egardless of their migration status, refugees and
displaced persons.
38. We recognize the role of t he family families as a c ontributors to sustainable
development; one measure of success of the new Agenda will be its ability to support
strengthen and protect all families in their various forms and ensure equality and
nondiscrimination
within them.
