Under-Secretary General, Excellencies, Distinguished delegates
As the global community prepares for the Rio+20 conference, UNIDO as the UN specialized agency
for industrial development, wishes to call the attention of the international community to the
critical role that the manufacturing sector is playing in the transition to a green economy and the
eradication of poverty. The development success of countries is linked to the accelerated and
sustainable growth of the manufacturing sector as it provides the jobs and income opportunities
that pulls millions out of poverty. There is no substantive development without widespread
industrializat ion. At the same time, however, industry is among the largest polluters globally. So
there can be no sustainable development without sustainable industrial development.
In recognition of this important challenge, UNIDO has launched its green industry init iative, as the
mature and proven sector approach for advancing towards green economy in the manufacturing and
related sectors. It is both about greening of existing industries, through such proven practices as
cleaner production and resource efficiency, as well as the creation of new industries that deliver
environmental goods, jobs and services, such as waste recovery and recycling services. Green
industry has proved to be good for business, good for the environment and climate, and good for
society at large in thousands of enterprises in developing and transition countries. UNIDO in
cooperation with the Government of Japan is organizing a Green Industry conference in Tokyo, 16-
18 November to provide further impetus to the global debate on the role of industry in green
economy and provide very relevant inputs to the Rio+20 Conference.
The negotiations at this 19 th Session of the CSD have provided a stark reminder of the challenging
task ahead in agreeing on a global path forward towards a green economy. Sustainable Consumption
and Production is a practical way to get started on the road to a green economy. We applaud
negotiators for having come up with an initial framework of programmes on sustainable
consumption and production. We would like to remind this meeting, however, that the significant
task ahead goes much beyond what has now been agreed here. The environment, resource and
climate challenges are unprecedented. We need to urgently do more than we have historically
thought we could do. We therefore call upon delegates to consider in the lead up to Rio+20 concrete
ways we can create more effective engagement of the private sector, as well as industrial and other
non-environmental agencies, and major groups.
UNIDO stands ready to support the Rio+20 process in particular in the manufacturing sector. We will
continue our efforts in Resource Efficient and Cleaner Production in cooperation with UNEP and the
global network of National Cleaner Production Centres, in support of and beyond the 10 Year
Framewor k of Programmes agreed here today.
