Thank you for the opportunity to contribute to this stakeholder consultation.
UNIDO as the specialized agency in the UN system for industrial development has adopted green
industry as its organization-wide strategic priority to foster sustainable industrial development in
developing countries and transition countries. This is a two pronged agenda for greening of existing
industries and fostering the creation of new industries that provide environmental goods and
services. Green industry provides for a sector based implementation of green economy in the
manufacturing sector. Green industry is strongly linked to key themes of this CSD cycle, namely the
environmentally sound management of chemicals and wastes, and a 10YFP on SCP.
In the area of SCP, UNIDO in close cooperation with UNEP has been active to support cleaner
production and resource efficiency in SMEs in developing and transition countries, through the
National Cleaner Production Centres.
We call upon delegates at this CSD to deliver a strong 10YFP to provide a further incentive to efforts
to green industries globally. The 10YFP can only be effective with strong structure and governance,
means of implementation and sectoral programmes.
In terms of structure and governance, UNIDO welcomes the invitation to UNEP to take on the role
of secretariat. Moreover we would encourage delegates to consider how a multi-stakeholder board
can be created that provides direction to the secretariat and can effectively engage with and
leverage inputs from major groups, member states and UN agencies.
In terms of means of implementation UNIDO understand that this would have to include provisions
for capacity building, assistance with technology transfer and flexible mechanisms to capture
multiple funding sources.
In terms of programmes, UNIDO encourage delegates to agree now on key framework programmes
that can kick-start the implementation of SCP in key sectors. UNIDO stands ready to take leadership
for a programme on sustainable production in developing and transition countries. We would do this
in partnership with UNEP, our long term partner. Building upon the UNIDO UNEP Resource Efficient
and Cleaner Production Programme, it is possible to scale up and make a substantial step forward in
fostering SCP.
UNIDO stands ready to support member states to implement commitments and agreements from
