Distinguished Co-facilitators,
I thank you for giving me the floor and let me be brief at this moment. I align my statement with that of South Africa on behalf of G77 and China, that of the United Republic of Tanzania, on behalf of the African Group and Benin on behalf of LDCs.
Co-facilitators, please allow me now to make a few general remarks on the follow-up and review segment of the post 2015 development agenda in my national capacity.
First, we should not lose track of the MDGs particularly during the very first review session because we expect that its unfinished business will be carried forward and it will be interesting to hear how different countries will have treated the MDGs in their first phase of SGDs implementation.
Second, we also expect that individual governments will handle the review process internally using exiting mechanisms and institutions. At the regional level, it is expected that regional organizations or groupings will also use existing mechanisms or establish such mechanisms where they do not exist. Regional review will then focus on regional commitments undertaken by the regions to contribute to the implementation of the agenda in the context of regional cooperation. At the global level, we expect to see sharing of experiences, emerging issues and best practices under the HLPF, whose outcome should then constitute a feedback to all the actors for policy realignment or improvement where necessary.
Thirdly, we should avoid giving format for reporting which may give an impression of up-down kind of instructions and the need for compliance. This will certainly discourage reporting from many countries. We believe that the need for uniformity should be taken care of by the fact that we have a universal agenda and common targets on which all countries will be reporting progress based on their unique and different circumstances.
Lastly co-facilitators, we agree with previous speakers that the UN Development System should be involved at all levels as full participants in the review in the context of the long-term positioning of the United Nations Development System.
