Outcome Document for the U.N. Summit to Adopt the Post-2015 Development

Co-facilitators
Thank you for your exemplary guidance and the manner in which you have led us through this
collegial and inclusive process to arrive where we are today - and that is so close to a document
reflecting the culmination of a journey spanning over two years.
Co-facilitators, we have headed your call to exercise constraint this week and indeed throughout
the process - but there is an issue of importance for us that we offer in a spirit of ensuring this
outcome is both forward looking and reflects the transformation we are seeking.
Co-facilitators, the previous iteration of the preamble struck a fine balance communicating the
transformative essence of this agenda in its entirety - through the five Ps. That preserved the
sanctity of the three dimensions of sustainable development and in a progressive step delivered in
the context of peace and partnership.
We appreciate that the preamble text had become somewhat lengthy - and like others we would
have liked to see key issues front loaded - but we can see the merit in the distilled version of the
5Ps in the alternative text - and in a spirit of cooperation could accept this if indeed we are to have
a preamble.
But we have cause for concern with the slight but significant change to the opening paragraph in
the original version. The introduction of the full stop in the first sentence serves to unravel the
intrinsic linkages between the five Ps.
Throughout this week there has been no appetite to delink or dilute the 5Ps into 3+2 or indeed big
Ps and little Ps.
What we have in the revised original preamble - and an even more disjointed opening paragraph in
the alternative version regresses our understanding of the deeply interlinked transformation this
agenda seeks to deliver.
We would therefore like to see the original opening paragraph brought into the alternate version of
the preamble - but to strengthen the interlinkages make a further slight amendment so that the first
sentence would read:
'This Agenda is a plan of action for people, planet and prosperity that seeks to strengthen universal
peace in larger freedom'.
