Means of Implementation
Statement by Switzerland
Distinguished Co-facilitators,
My delegation is of the view that the Addis Ababa Action Agenda, Goal 17 and the Means of Implementation in all other goals, together constitute the Means of Implementation of the Post-2015 Agenda.
The question we have to ask ourselves at this point is: How can we translate this message into the Means of Implementation-Chapter of the Post-2015 Agenda in order to give it the importance it deserves?
In this spirit and in order to find an answer to this question, we would like to make the following two remarks on Chapter 3 as well as the section on Means of Implementation in the Declaration:
First, we are of the opinion that Means of Implementation mentioned in the Declaration as well as in Chapter 3 are important building blocks of the Post-2015 Agenda. However, we feel that Chapter 3 can still be strengthened by reflecting the full Means of Implementation spectrum.
As others already suggested, one way of addressing this would be to extract some paragraphs (in our view 41, 42, 43, 45 and 46) from the Declaration to the Means of Implementation Chapter, and add them to the already existing paragraphs under this chapter.

Furthermore, in order to reflect the full scope of Means of Implementation, we request to add two new explicit references to domestic public finance as well as private finance and business. Here we can easily draw from agreed language in the Addis Ababa Action Agenda, for example paragraph 20 on domestic resources as well as paragraph 35 on private business and finance.
Second, we feel that that the language linking the Post-2015 Agenda and the Addis Ababa Action Agenda in paragraph 61 can also be strengthened. We suggest changing the language along the line already proposed by others. Thus, the second sentence of paragraph 61 could read: “We recognize that the realization of the 2030 Agenda requires the full implementation of Goal 17 and the Means of Implementation under each Goal as well as the Addis Ababa Action Agenda.”
This proposal underscores the importance of the implementation of the Addis Outcome for the realization of the SDGs, while avoiding to enter into the challenging question of the exact nature of the relationship between the two processes.
