Means of Implementation and Global Partnership
Statement by Switzerland
Distinguished Co-Facilitators,
Switzerland welcomes the inclusion of a chapter on Means of implementation and the Global Partnership in the Zero Draft. It is undisputed that implementation of the SDGs will only be possible if it is matched with an equally ambitious implementation framework.
We consider that this implementation framework should be defined by the Financing for Development outcome, which we hope will be an ambitious outcome that will be finalised tonight. As indicated by the co-facilitators, we also understand the content of the current chapter on Means of implementation to be a placeholder until the conclusion of the Addis Ababa Outcome.
With this in mind, I would like to make the following two points:
- First, we expect that the Post-2015 Outcome document will reaffirm the Addis Abeba Outcome in its entirety, as it is suggested in the Zero Draft.
- Second, we believe we still need to discuss if and how the Document should refer to the content of the Addis outcome. Should we agree to introduce in this chapter some general paragraphs, we feel that such paragraphs should focus
on reflecting the main overarching principles of the Addis Ababa Outcome, without renegotiating that outcome. We feel that this discussion should take place after the conclusion of the Addis Ababa conference.
