Post-2015 Preparatory Process – Zero Draft - Follow-Up and Review, Targets

• I align my statement with the statement delivered by the European Union and I wish to add some thoughts in my national capacity.
• Distinguished Co-facilitators, since I am taking the floor for the first time these days, let me thank you for your leadership and guidance in this process, at the same time I wish to thank you for your work in preparing the draft proposal.
• Before I get to the question of the follow-up and review process I would like, very briefly, to touch upon the zero draft, mostly the targets.
- We welcome the zero draft which creates a good basis for further negotiations. The document broadly reflects the discussions during this process. We support the proposed structure of the document. The document is concise and communicable.
- We also welcome the annex 1 to the target revisions. Slovakia supports the technical proofing with proposed revision which can not be seen as reopening of the set of goals and targets. This technical exercise should not be undermined and need to be integrated into the outcome document.
- We welcome that the draft refers to the important principles of rule of law, peaceful societies and human rights. These principles should be further strengthened in the document. All these principles create important preconditions for implementation of a new development agenda.
• One of the most crucial factors for the effectiveness of the implementation of the Post-2015 agenda is the establishment of a monitoring and review process. An efficient review and monitoring of the agenda at national, regional and global level is important for achieving goals and targets.
• Monitoring, accountability and review is an overarching element of the agenda. The new development agenda should be guided by the principle of accountability and ownership. The review mechanism should be supported by a strong national ownership which will contribute to the policy choices of national governments. The draft should make clear references to the shared responsibility and mutual accountability.
• The monitoring and accountability framework should be based on effective and meaningful participation and transparency. The monitoring process should be inclusive. We welcome the proposed involvement of relevant stakeholders in the document, including the private sector, into the review process and the establishment of partnerships.
• The monitoring process should be supported by an effective UN system as well as by other relevant institutions. The UN regional commissions could play an important role in facilitating review mechanism.
• At the global level, he High Level Political Forum should be the primary forum for review of the Post-2015 agenda. The reviews that are part of the HLPF should also provide analytical review of policy success and failure. HLPF should use the results of national and regional reviews and relevant reports of the UN.
• Finally I wish to emphasize that it is important to clearly mention in the document the need to establish an overarching follow-up and review framework integrating the Addis outcome.
• Mr. Co-Facilitator, Slovakia will further support your work and rely upon your leadership in this process.
