Intergovernmental Negotiations on the Post-2015 Development Agenda
Stocktaking – Follow-Up and Review

• Distinguished Co-facilitator, since I am taking the floor for the first time, I use the opportunity to congratulate you both on your appointments as co-facilitators for the post-2015 preparatory process. Our mission will support your work and rely upon your leadership in this process.
• I align my statement with the statement delivered by the European Union and to add some thoughts in my national capacity, concerning the follow-up and review process.
• As many others in the room, we welcome the outcome document of the Open Working Group which will serve as a main basis for integrating SDGs into the Post-2015 agenda. We also welcome the outcome of the Intergovernmental Committee of Experts on Sustainable Development Financing with many creative policy proposals to global financing for sustainable development as well as the SG´s Synthesis Report with its six elemnets, as key components, which will guide us in the preparatory process.
• We support a coherent approach to the preparation of the post-2015 development agenda which should result in a set of goals - universal in their nature and applicable in all countries.
• One of the most crucial factors for the effectiveness of the implementation of the Post-2015 agenda is the establishment of a monitor and review process.
• The post-2015 agenda should be guided by the principle of accountability and ownership. The review mechanism should be supported by a strong national ownership which will contribute to the policy choices of national governments. We need to recognize that each country has the primary responsibility for its own development. At the same time we have to take into account different national capacities and circumstances for implementation of goals and targets.
• An efficient review and monitoring of the post-2015 agenda at national, regional and global level is important for achieving goals and targets. The review should involve relevant multi-stakeholders and establish partnerships.
• The monitoring and accountability framework should support the coordinated implementation of the post-2015 goals and targets. It should be based on effective and meaningful participation, transparency and mutual accountability. The information generated by monitoring should be used for implementation of the Post-2015 development agenda.
• The monitoring process should be supported by an effective UN system as well as by other relevant institutions, and involve all partners and stakeholders including civil society and the private sector. The UN regional commissions could play an important role in facilitating review mechanism. We will further count on the strong support of the UN System throughout our work.
• The indicators should be measurable and result oriented and thus create good basis for reporting and monitoring. We have to use the existing data, experience and expert knowledge as well as to create conditions for new data by using new information technologies. The UN System could play an important role in the development of an indicator framework and collection of data.
• An effective monitoring and accountability framework should be developed within the intergovernmental processes, including a key role for the High Level Political Forum (HLPF) in the review of progress of the post-2015 agenda at global level. The HLPF should be the primary forum for review of the Post-2015 agenda. The reviews that are part of the HLPF should also provide analytical review of policy success and failure.
• The review process should be transparent, inclusive and independent and ensure certain regularity in the review. A regular review should be established within the framework of the annual HLPF under the auspices of ECOSOC which links national, regional and international level, giving states the possibility to establish national ownership to the globally agreed Post-2015 goals.
• Developing statistical capacities are important, in order to enable effective accountability. National statistical offices will play a significant role in supporting the preparations of sustainable development monitoring.
• Mr. Co-facilitator, just to ensure you, Slovakia will stay further engaged in the discussions on the preparations of the new sustainable development agenda.
