Informal Informal Consultations on the Follow-up and Review of the 2030 Agenda at the Global Level
‘Response to the Revised Draft Resolution of 18 May 2016’

Introduction
1. Thank-you for the opportunity to provide Save the Children’s views on the revised draft resolution.
On Leave No One Behind
2. In preambular paragraph 3bis, we welcome the reference to “promoting accountability to citizens” however, this should be strengthened by including the following phrase “with a focus on the poorest, most vulnerable and those furthest behind” in line with paragraph 74(e) of the 2030 Agenda.
On Thematic Reviews
3. In paragraph 3, we welcome the reference to “interlinkages” in reviewing a set of goals, however, it should be clarified that the interlinkages are in relation to “all other goals and targets” regardless which set of goals are reviewed in-depth in a given year.
On Themes
4. In paragraph 4, the proposed themes should better reflect the depth, breadth and language of the SDGs by including a reference to “nutrition” in 2017, “human settlements” in 2018 and “participation and equitable outcomes for all, including children” in 2019.
On National Reviews
5. In paragraph 6, we welcome the involvement of non-state actors in national reviews and the “use of innovative arrangements” however, such arrangements should be both innovative “and inclusive.”
6. We are deeply concerned that paragraph 8 from the previous draft has been removed, as it sends a message that there is a real lack of ambition from countries to volunteer for national reviews. This paragraph should be reinserted, encouraging countries to carry out “at least” two national reviews.
On Participation
7. In paragraph 12, to ensure we leave no one behind at the HLPF, there should be a reference to supporting the effective, broad and balanced participation “of all people especially traditionally excluded groups such as children, people with disabilities and the poorest and most vulnerable” by region and by type of organization. “Innovative and inclusive arrangements” should also be referenced in this paragraph.
On Inputs
8. In paragraph 14, the reference to “the private sector and civil society” should be replaced by “these stakeholders” to be consistent with paragraph 89 of the 2030 Agenda.
On Outputs
9. Finally, in paragraph 21, the HLPF under the auspices of ECOSOC should result in both a ministerial declaration and a summary from the President of ECOSOC that includes “a synthesis of recommendations made in advance of reviews and recommendations arising from reviews.”
