Sixth Session of Intergovernmental Negotiations on the Post-2015 Development Agenda (Means of Implementation)

Thank you, Mr. Co-Facilitator, for giving me the floor.
1. As stated in the April session, the FfD process and Post-2015 Development Agenda require a holistic approach that is integrated and comprehensive. At the Conference in Addis, Member States should agree to an ambitious and inclusive framework encompassing all forms of financial and non-financial means of implementation for the Post-2015 Development Agenda.
2. To maximize synergies under the Post-2015 development framework, the FfD outcome document should constitute the MOI pillar of the Post-2015 Development Agenda, and the monitoring processes for FfD and Post-2015 should be closely linked.
3. We understand the current text of the Means of Implementation and Global Partnership section is a placeholder until the adoption of the Addis Ababa Accord. In this regard, we look forward to a productive discussion on how to integrate the outcome document from Addis into the Post-2015 Development Agenda.
4. Regarding the current text, we are of the view that paragraphs 1 to 7 of the zero draft seem better balanced than the MOI section of the Declaration in terms of mentioning the primary responsibility of each country for its own economic and social development, while also emphasizing both the importance of resource mobilization and a sound policy framework.
5. A revitalized global partnership is the key foundation for the implementation of the Post-2015 Development Agenda, and needs to be further elaborated in the text. The new global partnership, which goes beyond the traditional North-South cooperation, will be based on shared responsibility and universality. The principles of country ownership, focus on results, inclusive partnership, and transparency and mutual accountability should be duly considered as important underpinnings not only for effective development cooperation but also for the global partnership for sustainable development.
