Follow-up and Review of FfD and Means of Implementation

Thank you Mr. Co-facilitator,
The Republic of Korea associates itself with the statement made by Peru on behalf of the Group of 7.
The Republic of Korea has following observations as a national capacity. First, the Financing for Development process and the Post-2015 Development Agenda should be seen as a single comprehensive agenda that requires a holistic approach. Addis Ababa should define a comprehensive, ambitious and inclusive financing framework for sustainable development that covers all sources of finance and non-financial means of implementation for the post-2015 Development Agenda. We welcome the Co-facilitators' efforts to include Goal 17 and all goal-specific MOI targets for the post-2015 Development Agenda into the Addis Ababa outcome document.
Second, the follow-up and review of the two processes should be coherent, and the follow-up and review of FfD should be an integral part of that of the post-2015 development agenda. As mandated in the GA Resolution 67/290, the High-level Political Forum(HLPF) should be the global focal point that provides an institutional framework for overall monitoring and review of all SDGs and commitments on means of implementation.
Third, a universal follow-up and review framework that is robust, inclusive and transparent, is critical to effectively evaluate progress and to ensure accountability of commitments. In this regard, reliable and timely data, which is measurable, collectible, and comparable, will be extremely important. The follow-up and review should also include all stakeholders responsible for realizing sustainable development outcomes at all levels. Existing mechanisms and processes should be used in a coordinated manner wherever possible to create synergies as well as to avoid duplication.
Fourth, assessing the quality of development cooperation should be a vital part of the overall follow-up and review framework. The UN Development Cooperation Forum(DCF) and other relevant and existing processes and structures such as the Global Partnership for Effective Development Cooperation(GPEDC) should be duly considered and reflected. In this regard, principles of effectiveness should not be confined within the boundaries of international public finance. It is inherent to a global partnership for sustainable development and must apply to all development flows and actors.
Finally, while the foundation of the review mechanism is on the national level, the role of regional mechanisms in the overall architecture, for effective review and accountability, should also be underlined. The regional level can make a critical contribution to capacity-building, experience sharing and peer-learning, which are essential components of an effective monitoring and accountability framework.
