Statement by Ambassador Hahn Choong-hee

‘Follow up and review’
Stocktaking Session, Intergovernmental Negotiations on the
Post-2015 Development Agenda

Thank you, Mr. Co-Facilitator.
(We would like to align ourselves with the joint statement made by
Egypt on behalf of Egypt, Liechtenstein, Norway, Pakistan, Peru,
Switzerland and the Republic of Korea.)
1. We would like to begin by emphasizing that for the Post-2015
Development Agenda to be truly universal and transformative, it
should be based on a robust monitoring and review framework. Our
rapidly changing world, mainly due to the advancement of science
and technology, requires such a framework to be more systematic
and rigorous so that it can guide us through the right course.
Facing this unprecedented commitment to the global development
goals, we have to develop a new and paradigm-changing review
mechanism which covers both national and global level.

2. A Post-2015 review framework should be a voluntary, country-led,
participatory, evidence-based and multi-tiered process. The HighLevel
Political Forum on Sustainable Development (HLPF) under
the auspices of ECOSOC can play a central role in this monitoring
and review process.
3. To be effective and efficient, it is also important to be aligned with
existing mechanisms and processes at various levels. In this regard,
the Korean Government welcomes the UN Secretary-General’s
Synthesis Report, which recognizes that the Global Partnership for
Effective Development Cooperation (GPEDC) can help review and
strengthen the global partnership for sustainable development.
Korea strongly believes that the GPEDC in which 46 countries have
already joined with 50% of them being the LDCs, can contribute to
the Post-2015 monitoring and review framework.
4. The Development Cooperation Forum (DCF), thanks to its multistakeholder
nature, can be another useful venue to discuss the
issues of monitoring and review involving all relevant actors. As you
may know, Korea will host the Development Cooperation Forum
(DCF) High-Level Symposium in April. We hope that the
Symposium in Korea will offer a great opportunity to collect views of
Member States, civil society, and the private sector on this critical

issue of “monitoring and accountability and partnership." Its
outcome can be used as input into the Post-2015 process.
5.Finally, to be evidence-based, a Post-2015 review framework
should be grounded in the data revolution. Korea recognizes the
importance of capacity building for reliable data collection and
statistics both at the national and international level. An alternative
data-production system by civil society and the private sector should
also be established to cross-check the credibility of government
data. In this sense, we support the suggestion for a “Global
Partnership for Sustainable Development Data” made by the
Secretary-General's Advisory Group.
