‘Means of Implementation and Global Partnership for Sustainable
Development’
Stocktaking Session, Intergovernmental Negotiations on the
Post-2015 Development Agenda

Thank you, Mr. Co-Facilitator.
The Korean delegation commends your leadership in preparing
today’s session.
1. To begin with, the Republic of Korea would like to emphasize that
given the changing development landscape and growing demand
for development cooperation, the success of the next development
agenda will depend on forging a renewed global partnership
involving all the relevant stakeholders such as traditional and
emerging donors, developing countries, civil society, and the private
sector.

2. Ensuring that a global partnership makes an enduring and positive
impact will require shared principles such as country ownership,
focus on results, inclusive partnerships, transparency and mutual
accountability, as recommended by the Busan Global Partnership
for Effective Development Cooperation.
3. The Korean Government is of the view that major MOI issues
including both financial and non-financial MOIs should be resolved
mainly at the Third International Conference on Financing for
Development in Addis Ababa in July in a comprehensive and
integrated manner, then properly incorporated into the outcome
document of the post-2015 development agenda, in order to
minimize duplication of efforts and maximize synergy.
4. Considering the magnitude of challenges facing us including
poverty eradication, sustainable development investment and
climate finance among others, it is ever more important to mobilize
all available resources and use them effectively. An enabling
domestic and international environment is also instrumental. In this
regard, we would like to welcome again the Bali Package and
believe that the Package should be implemented as agreed.

5. Official Development Assistance (ODA) should remain a central
component of the MOI especially for those most in need and
vulnerable, and the Republic of Korea reaffirms its commitment to
continue efforts to expand our ODA. Yet, we cannot overemphasize
the importance of domestic resources as the most direct source of
financing for development, bearing in mind that only sustained and
inclusive economic growth will be the ultimate solution to the longterm
financing for development needs.
6. In closing, Korea would like to reiterate our position that a separate
chapter for the MOI issue is more desirable and realistic than trying
to define the MOI for each goal as done in the SDG Open Working
Group report, given that the format of the outcome document for the
Post-2015 development agenda is different. As such, we suggest
shifting goal 17 of the OWG report and all the MOIs allocated under
each goal to the 'MOI and Global Partnership' chapter of the post-
2015 document.
