- Comments: There are about 1 billion persons with disabilities worldwide which
accounts for 15% of the world population. In order to achieve sustainable development
goal, we should scale up our attention to this marginalized group. In this regard, the
declaration should make a specific reference to the persons with disabilities so as to
enable persons with disabilities both as beneficiaries and as agents of sustainable
development.

7. Poverty eradication is the greatest global challenge facing our world. Today we recommit
ourselves to freeing humanity from poverty and hunger. No one will be left behind: this is
our solemn pledge. No target will be considered met unless it is met for all economic and
social groupings. Need to prioritize the most vulnerable in particular the persons with
disabilities. Gender equality and the empowerment of women critical for sustainable
development.
8. Implementation will require an ambitious and effective global partnership which will
deliver in full on global goals. Based on shared principles of country ownership, results
focus, inclusive partnership, transparency and accountability, effective development
cooperation needs to be enhanced. Welcome the agreement reached in Addis Ababa on
Means of Implementation. Active engagement needed from governments as well as civil
society, the private sector and the UN system. (Possible reference to strengthening the UN
to support implementation of the Post-2015 Agenda)
- Comments: A transformative agenda calls for a genuine partnership based on global
solidarity. In this regard, the declaration needs to provide guidance as to how the
global partnership should be in place and should make specific reference to the
broadly accepted shared principles of the global partnership.
14. Paragraph which makes clear that the Agenda is guided by the purposes and principles of
the Charter of the United Nations. Grounded also in the UDHR and other human rights
commitments, including the right to development. Inspired by the Rio Declaration
(including, commitments, including the right to development. Inspired by the Rio

- Comments: As many Members have pointed out, the concept of CBDR is the
principle that is relevant in the context of environmental negotiations and no
agreement is reached on whether to accept this principle in the broader context. We
should revisit this issue to see whether this concept is fitting rightly to the context of
our discussion.

15. Final call to action which could recall the foundation of the UN 70 years ago and draw
parallels with the scale of the challenge faced today and the response now decided on by
world leaders. Emphasis on significance of new agenda for ordinary people around the
world. Global citizenship, which is sensible to tolerance, mutual respect and
understanding, will help securing an inclusive and peaceful society. Vital contributions to
be made by governments, parliaments, private sector, civil society etc. We commit to
achieving the goal of ending poverty within fifteen years and of preserving our planet for
today’s young people and future generations.
- Comments: Global citizenship education aims at enhancing tolerance, mutual
respect and understanding which are vital in order to secure more inclusive, peaceful
and sustainable society. This is an important concept that is also reflected in the OWG
report. Korea is of the view that global citizenship should go beyond just citizenship
education. Rather, it should be prioritized as fundamental quality that promotes the
new development agenda. In this regard, Korea is of the view that the declaration
should capture the essence of global citizenship.
New para: Recognize that rights of young people to receive high quality education and skills
training are necessary for promoting inclusive and equitable growth.
- Comments: Education should be highlighted in the declaration considering that
education is the key component that leads to sustainable growth. Also, Korea wishes
to emphasize the importance skills training. Young people must learn skills that
facilitated employment. These skills are the determining components of inclusive and
equitable growth.
