PL suggestions for Working document for 5-9 May Session of OWG
General comments:
1. FA should focus more on cross-cutting issues (like climate change, SCP, energy). The three interrelated dimensions of sustainable development should be integrated in a balanced way. Some areas should be connected, e.g. economic growth with energy, infrastructure and industrialization. In some thematic areas there is lack of environmental dimension or potential impact on environment.
2. The OWG should focus on proposing future goals, targets and indicators, not on MoI. MoI should be discussed in other fora.
Moreover, the current proposal of MoI mentioned separately under each Focus Area may suggest that there is such thing as a special MoI for each goal. That doesn’t seem justified because all the MoIs could be used to achieve all the goals. The usage of a concrete MoI depends rather on national contexts than on the goals that they should serve.
3. Rule of law and capable institutions should be taken out of FA16 and treated as one of the primordial FA and presented as the second one. Moreover we propose to include in this Focus area good governance (“Peaceful and inclusive societies, rule of law, good governance and capable institutions’)
4. The proposed formulation of targets continues to be too detailed (e.g. 2 e, 2 f, 4 g), unclear (e.g. 3 c, 5 f, 5 j ) and some of them are too ambitious to be achieved to 2030 (e.g. 3 b, 5 g, 8 g, 10 a, 10 b). We would suggest proposing more general formulations. Then, every country would prepare their own targets and indicators contributing to the general targets and relevant to the national context.
Specific comments:
FA 3 Health and population dynamics
We propose the following targets as regards SRHR:
1/ promote and protect sexual and reproductive health,
2/ access to sexual and reproductive health care services
c) Target: promote mental health with strong focus on prevention should be clarified;
h) Target: eliminate narcotic drugs and substance abuse needs more clarification.
FA 5 Gender equality and women’s empowerment
i) promote and protect sexual and reproductive health (we would prefer this target to be placed or in FA 3 either in FA5)
FA 6 Water and Sanitation
a) suggestion to eliminate especially for women and girls, as the subtarget concerns universal access to drinking water, sanitation and hygiene .
FA 7 Energy
b)Instead double the share of renewable energy…/ increase the share of renewable energy…
