Focal area 1.
a) and b) measurement of poverty reduction should be done with due
consideration of multidimensional poverty character.
On target c) we consider that progress should be achieved
progressively bearing in mind the distinctive capabilities of
countries.
On target d) we support its inclusion in focal area 1 as the
incidence of disasters has an impact on the development perspectives
of countries, specially in the poorest of people. However we propose
the following amended version
"1.d) Build resilience of the poor people and reduce by x% deaths
social, household and economic losses related to disasters."
On target e) delete the word "full" and include "decent work for all"
after productive employment
Focal area 2.
On target b) include percentages related to malnutrition and wasting.
On target e) differentiation is required between waste and loss of
food by making a reference to technology transfer to developing
countries so the loss of food can be tackle. Another option could be
the split of this target into 2 different targets: one for waste and
one for loss.
On targe h) add, "in accordance with multilateral agreements

Focal area 3: Health and population dynamics
Healthy life at all ages for all:
Once again Mexico and Peru, would like to thank you for your work on providing the revised Focus Areas Document, which serve as an important input toward a successful outcome for our work in the OWG moving forward. In particular, we welcome your approach to make these 2 crucial areas as inclusive for all, very much in líne with the spirit of leaving no one behind.
On the proposed targets in the working document, we would like to make the following comments:
- On target b) we would like to include the reference at the end of it which says "particularly marginalized vulnerable groups".
- on target c) we support it, in particular the reference to mental health. However, we would favor its split into a separate target which highlights prevention.
- On target d) make the reference to “achieve quality universal health coverage…”
- f) We would like to use the following formulation: " ensure quality universal access to safe, effective, affordable and acceptable modern methods of family planning”, building on para. 241 of the Rio outcome document.
Focal area 4: Education and life-long learning
Provide quality education and life-long learning for all
Mexico and Peru are of the view that a free and compulsory primary school education for all children is needed, prioritizing reaching those most marginalized and vulnerable. At the same time, nationally recognized and measurable learning outcomes for all children for both primary and secondary schools must be considered while designing concrete targets, in line with has been proposed in target a). We do also believe that relevant skills training for youth, prioritizing those most marginalized (e.g., those disabled, living in rural areas, poverty, or conflict-affected areas), enabling them to reach adulthood with relevant skills and knowledge to participate fully in the economic, social, and cultural life of their societies.
Our specific comments:
- Add to the subtitle the word inclusive, so that it will be read as: "Provide quality, inclusive education and life-long learning for all."
- On target d) add indigenous peoples, persons with disabilities and marginalized groups".
- On target f) "integrate with intercultural approach relevant knowledge in education curricula, including ICT, creative and innovative skills...."
