Rationale: We see merit on the need to further develop the scope and methodology for the GSDR and for the organizational arrangements for state lade reviews. However, we don't believe that the HLPF is the appropriate forum to deal with this issues, at least in its current state. We consider that we would need to agree on some specificities that do not correspond to the nature of the Ministerial Declaration that is the outcome of the HLPF. The General Assembly, on the contrary, is endowed with all the resources required to pursue the development of issues that are already dealt off through the Second Commission in a universal manner. In these regards, paragraphs 79 and 86 should be amended as to indicate that the reports to be prepared by the Secretary General on these issues, are to be considered by the General Assembly.
Proposed ammendments:
79. Follow-up and review at the HLPF will be informed by an annual SDG Progress Report to be prepared by the Secretary General in cooperation with the UN System, based on the global indicator framework and data produced by national statistical systems and regional reviews. Global indicators, recognising national policy space, will provide guidance to national statistical authorities in their development of national indicators. The HLPF will also be informed by the Global Sustainable Development Report, which shall strengthen the science-policy interface and could provide a strong evidence-based instrument to support policy-makers in promoting poverty eradication and sustainable development. We encourage the HLPF, under the auspices of ECOSOC, [the General Assembly] to agree the scope and methodology of this report at its [70th] session in 2016.
86. We request the Secretary General to prepare a report, for consideration by the 2016 meeting of the HLPF [the General Assembly at its 70th session], which outlines critical milestones towards coherent and efficient follow-up and review at the global level. This report should include a proposal on the organizational arrangements for state-led reviews at the HLPF under the auspices of ECOSOC, including recommendations on a voluntary common reporting format. It should clarify institutional responsibilities and provide guidance on annual themes and on a sequence of thematic reviews for the HLPF.
