Peruvian
statement
on
the
draft
Declaration
the
Post
-
2015
Development
Agenda

,
T
he
Delegation
of
Peru
associates
itself
with
the
intervention
de
livered
by
the
representative
of
South
Africa
on
behalf
of
the
Group
of
77
and
China.
In
our
national
capacity
we
also
welcome
the
zero
draft,
which
we
consider
a
good
starting
point
for
our
work.
Therefore
we
congratulate
you
and
the
s
ecretariat
for
the
contribution
and
commitment
to
its
preparation.
In
this
line
we
want
to
advance
some
points
on
the
drafted
Declaration
in
which
we
consider
important
to
strengthen
the
text.
First,
we
understand
that
our
new
development
agenda,
call
ed
to
leave
no
one
behi
nd
,
should
make
clear
from
the
fir
st
paragraphs
of
its
political
d
eclaration
,
that
it
is
people
-
centred
and
aimed
at
the
realization
of
human
dignity
,
with
a
perspective
of
protecting
and
promoti
n
g
all
human
rights,
including
the
right
to
development.
In
these
regards
w
e
believe
that
,
in
order
to
truly
leave
no
one
behind
and
prevent
its
resilience
,
poverty
should
be
conceived
as
a
multidimensional
phenomenon.
Consistent
with
the
first
sustainable
development
(SDG1)
,
the
declaration
should
highlight
the
ne
ed
to
eradicate
poverty
‘
i
n
all
its
forms
and
dimensions.’
The
Delegation
of
Peru
shares
the
view
of
having
a
short
declaration
addressed
to
the
peoples
of
the
world.
We
also
see
forward
to
the
possibility
of
a
preamble
that
can
easily
communicate
the
object
of
our
new
global
agenda.
However,
we
note
that
the
nine
points
listed
in
the
current
draft
preamble
exclude
a
number
of
elements
of
great
importance
for
the
developing
world,
in
particular
to
address
the
structural
aspects
of
poverty.
Among
the
missing
elements
of
the
Preamble
are
sustainable
agricultu
re
(
S
DG2),
decent
work
for
all
(
S
DG
8),
infr
astructure,
indu
strialization
and
innovation
(
S
DG
9),
and
inclusive
and
accountable
institutions
at
all
levels
(ODS16)
.
These
elements,
coincidentally,
are
of
the
utmost
importance
to
meet
our
goal
of
reducing
inequality
within
and
amongst
countries.
The
de
claration
must
therefore
be
reinforced
around
them
and
,
in
particular,
emphasized
the
importance
of
promoting
economic
and
social
inclusion
to
ensure
sustainable
development.

The
D
elegation
of
Peru,
that
as
you
know
chairs
a
Group
of
Frien
ds
of
Culture
and
Development,
welcomes
the
recognition
in
the
text
of
the
intrinsic
role
of
culture
as
an
‘
enabler
’
of
sustainable
development,
as
well
as
the
references
to
the
cultural
diversity
of
the
world
and
to
the
contribution
of
all
cultures
and
civilizations,
commit
ing
the
international
community
to
promote
intercultural
dialogue,
tolerance,
mutual
respect
and
an
ethic
of
global
citizenship.
Related
to
said
elem
e
nts
,
our
D
elegation
and
the
Friends
of
Culture
and
Development
have
b
een
promoting
the
notion
of
a
‘
cultu
re
of
sustainable
development
’
required
to
implement
a
post
-
2015
Development
Agenda.
Finally,
in
this
first
intervention
on
the
draft
declaration
,
we
also
welcome
the
references
to
Sustainable
D
evelopment
G
oals
,
and
associated
targets
,
on
gender
equal
ity
and
empowerment
of
women,
on
children
and
youth,
on
people
with
disabilities,
on
indigenous
peoples
and
on
disaster
risk
prevention,
among
others.
Regarding
the
reference
to
migrant
s
,
we
believe
it
should
be
amended
to
specify
that,
in
addition
to
the
situations
of
vulnerability
they
face
,
migrants
ar
e
overwhelmingly
entrepreneurs
in
search
of
better
living
conditions
,
and
that
they
contribute
significantly
to
the
development
of
their
countries
of
origin
and
of
the
countries
to
which
they
e
migrate.
