Statement
on behalf of Pacific SIDS
on Industrial Development in the context of CSD15-IPM

Chairman,
Pacific SIDS have relatively limited industrial development which is predominantly light
to medium in scale.
Our colleague from Pakistan noted the critical point the ?sustained industrial
development is crucial for eradicating poverty and promoting sustainable economic
growth and sustainable development.?
Our colleague from Saudi Arabia earlier stated that, ?there is a need for energy for
development, and dif there is NO energy then there is NO development? and where this
was reiterated by Qatar.
This message rings very true for the Pacific SIDS.
As elaborated in the discussions on energy for sustainable development, the Pacific
SIDS are clearly disadvantaged from the lack or energy resources.

Hence there is the need to initially establish an enabling environment, where energy
resources are not only a constraint, so as to encourage planned industrial development.
For the Pacific SIDS, the development aspect is key. So we agree with the sections of
the Secretary Generals Report E/CN 17/2007/3 referring to policy options and possible
action to expedite implementation for industrial development.
Therefore as a key policy outcome we consider that priority be given to:-
1. Support for small and medium sized enterprises in SIDS, linked with energy
efficiency and renewable energy for rural and remote areas, as well as niche
marketing.
2. Special financing windows for SIDS, for small medium enterprise
development.
Such initiative will benefit from contributions in improving energy efficiency and energy
conservation where this is already noted as a priority action for SIDS, as relatively small
improvements in energy efficiency can result in large savings for governments and
communities with the view to improving and enabling industrial development for the
betterment of SIDS.
