Statement on MOI, Follow-up and Review

Mr. Co-facilitator:
We align ourselves with the statement made by the Permanent Representative of Tonga on behalf of PSIDS, and make these comments in our national capacity.
We welcome that the new Agenda deals also with the means required for implementation of the goals and targets. We have two proposals to make regarding means of implementation of the declaration section as follows:
We think mobilization of resources in para 30 would be strengthened if they were significant, equitable and scaled up by all Member States and the capacity building be at all levels and that they speak of actions in addition to policies and measures.
With regards to ODA in para 32, It is critical that there is commitment to their fulfillment in a timely and urgent manner. The sustainable development needs referenced in this para. should include support for domestic resource mobilization to ensure that financing is sustainable in the long term.
We support the call for high quality disaggregated data towards increased transparency and accountability and think it could strengthen para 36.
Mr. Co-facilitator, we welcome the well developed section on Follow up and Review. We believe that they can be further strengthened and offer the following proposals for consideration.
1. in addition to the principles elaborated in para 3. a-d, the follow-up process should also be people centered
2. They should address progress in implementing the universality of goals and targets in all countries , as mentioned also by Korea and also addressed in their entirety.
3. They should strengthen accountability between states and citizens, supported by environment that enables active and meaningful participation of all stakeholders including children, young people as well and the disadvantaged and marginalized groups.
4. that the existing platforms and processes referred to in 3.d include international human rights mechanisms;
5. we would like to add that the review and progress focus also on those that are furthest behind with respect to the 3 pillars of development and monitor inequalities in these pillars within and between countries.
Mr. Co-facilitator - On Monday we raised concern about the apparent absence of sense of urgency and to paraphrase the distinguished Ambassador of UK , if I may, we will not be standing still in the next 15 years. I would even suggest that we start running as 15 years is a short time considering the ambitious agenda we have set for ourselves. Accordingly, we think para 4 could be strengthened to bring sense of urgency by substituting the phrase ‘we encourage all member states’ with ‘we commit”, and the phrase “as soon as possible”, with ‘by the opening of the 71st Session of the UNGA in September 2016”.
Also in para 13, in the sentence that says, “The next HLPF, under the auspices of the GA will take place in 2019, we propose to replace “2019” with the phrase, “2016 to encourage immediate implementation of the agenda.”
We welcome the thematic review of progress under the HLPF and other intergovernmental forums in para 10 and believe that in order to ensure that no one is left behind in the elimination of poverty, this thematic review of progress should focus on progress for the poorest and most vulnerable and marginalized groups.
We reiterate the need for a robust mechanism for monitoring, follow-up and review of the implementation of Goal 14 and support the establishment of the Triennial Conference on Oceans and Seas.
We support again the call made by AOSIS, PSIDS and Australia for consideration of the special needs of the SIDS for capacity building in statistical analyses and use as well as data management.
We support again, the role of sport in development as made by Monaco and reiterated by Senegal, especially with respect to a need for separate paragraph on it, to highlight the immense potential it has in realizing many of the goals of sustainable development.
