Pakistan noted risks to sustained progress towards convergence among the three pillars: a
“one size fits all approach, ” green protectionism, and the absence of means of
implementation. The representative of Pakistan said the means of implementation
remained insufficient and unless that gap was addressed, the current debate would
“stretch out for decades.”
