PAKISTAN’s INTERVENTION AT THE SIXTH SESSION OF THE POST-2015 DEVELOPMENT AGENDA

Thank you Co-facilitator,
Let me first associate my delegation with the statement made by distinguished Permanent Representative of South Africa on behalf of G 77 & China.
I would join other delegations in thanking you for the hard work that you have put in for producing this revised text.
We appreciate that the revised draft has taken into account many of the concerns and suggestions that we offered during the last session.
I would like to briefly make following points in our national capacity:
o We appreciate the reflection of poverty eradication as the greatest global challenge in the declaration. We would like to reiterate that centrality of poverty eradiation to the post-2015 development agenda and addressing its multi-dimensional nature is a key priority for us.
o The principle of CBDR is fundamental as it frames the whole concept of sustainable development. Certainly it's a non-negotiable aspect for us. We agree to those who have flagged that differentiation need to be mainstreamed in all elements of the Agenda consistent with this principle. We share the view that universality does not mean uniformity in obligations.
o In this context, we are concerned with the notion of shared responsibility as reflected in paragraph 31, which is contrary to this framing principle of CBDR and must be deleted.
o We need to further strengthen the concepts of employment particularly that of youth in the declaration. This is important to turn youth bulge within the developing countries into youth dividend and could be captured in paragraph 25.
o The declaration should also lay emphasis on promoting regional integration and connectivity together with trade cooperation and enhanced market access for developing countries.
o We appreciate the references to affordability of energy in the declaration. However, the declaration misses the reference to accessibility of energy, which is fundamental for growth, development and prosperity.
o Lastly, we appreciate the references to the important role of national parliaments in paragraph 41, 47 and 61. We could further improve these references given the important role the national parliaments could play towards the meaningful implementation of the new Agenda
Lastly, I would like to assure you of our continued support during the course of our discussions.
